    An Post needs the supply and installation of solar panels nationwide for a duration of 10 years.       Background: An Post is establishing a Qualification System for the provision of the Supply and Installation of Solar Panels Nationwide. While the primary focus of this procurement is on Supply and Installation services, An Post reserves the right to seek support, maintenance, and/or ongoing enhancement services at a later stage in any call off tender, inclusion of this provision does not imply any commitment or guaranteed volume from An Post. Summary of Requirements: An Post is committed to reducing energy consumption, increasing the use of renewable energy and reducing carbon emissions across its property estate. As part of its ongoing energy and decarbonisation programme, An Post intends to establish a Qualification System for the installation, commissioning and maintenance during the applicable warranty period of Solar Photovoltaic (PV) systems at An Post properties throughout the Republic of Ireland. An Post has initially identified approximately 53 properties nationwide for the installation of Solar PV systems. These properties vary in size, building type, electrical demand, available roof area, electrical infrastructure and grid connection arrangements. Accordingly, individual Solar PV installations will vary in capacity and complexity. It is anticipated that projects delivered under the Qualification System will include installations across the applicable ESB Networks generator connection categories, including: • NC6 – Micro-generation: including three-phase installations up to and including approximately 11 kVA; • NC7 – Mini-generation: including three-phase installations above approximately 11 kVA and up to 50 kVA; and • NC8 – Small Scale Generation: including larger inverter-connected generation installations above approximately 50 kVA, subject to the applicable ESB Networks requirements.

      ESB is seeking expressions of interest to obtain a place on a qualification system that will be established for EPC companies to: — design, — procure, — supply, — install, — commission and — maintain all elements of ground-mounted solar farms. The projects will be located in Ireland and the UK, and the qualification system may include projects developed by ESB, ESB joint venture companies (existing or yet to be formed), ESB subsidiary companies or companies ESB Group has a minority interest in. Applicants must be able to provide the full scope of services of a solar EPC contractor, including all associated construction, balance of plant and grid connection works. ESB plans to develop ground-mounted solar farms commencing in 2019, through a pipeline of planned projects. The size of individual projects is expected to range between 4 MW and 100 MW, although some projects could be outside of this range. Applicants should note that the detailed scope and contracting strategy for each project will be determined in any subsequent procurement competition (which may include a further pre-qualification process before the tender phase) and may include some or all of the scope items identified above. In the nearer term, the contracting entity is pursuing in excess of 200 MW of ground-mounted solar sites with a view to delivery utilising the qualification system. While the total number of projects and MW to be delivered under the qualification system throughout its existence cannot be determined at this time, the total number of MWs could substantially exceed 200 MW. Further detail will be available at a later date, once the qualification system is established. Please note this is the same Qualification system established under OJEU notice 2018/S 213-489106, this new notice is being issued because the system duration is indefinite and to allow new applicants to apply. There is no need to apply again if you have submitted an interest previously for this Qualification system via eTenders ref 141709.
