A Debreceni Egyetem laboratóriumi reagenseket és fogyóanyagokat szerez be kapcsolódó szolgáltatásokkal együtt, adásvételi keretmegállapodás keretében, 3 évre, Hajdú-Bihar megyében. Az elbírálás kizárólag a nettó ajánlati ár alapján történik (100%). A pályázóknak az elmúlt 3 évből (36 hónapból) referenciákat kell bemutatniuk a közbeszerzés tárgya szerinti szállításokról, amelyek a vizsgált időszak alatt befejeződtek, de legfeljebb hat éven belül megkezdődtek, és az előírásoknak, valamint a szerződésnek megfelelően teljesültek. A referenciák mennyiségi követelményei részenként eltérőek, például az 1. rész esetében legalább 2000 vizsgálat elvégzéséhez elegendő reagens szállítására vonatkozó referencia szükséges.

Description
The tenderer must have a reference for the delivery of reagents for at least 2000 tests for part 1, at least 500 tests for part 2, at least 60 tests for part 3, at least 200 tests for part 4, at least 50 tests for part 5, at least 4 tests for part 6, at least 700 tests for part 7, at least 3 tests for part 8, and at least 60 tests for part 9. The reference must be for deliveries completed within the last three years (36 months) from the date of publication of the call for tenders, but started no more than six years ago. The contracting authority will take into account deliveries completed during the period under review (3 years prior to the publication of the call for tenders), but started no more than 6 years ago, in accordance with Section 21 (1a) (a) of Government Decree 321/2015. If the duration of the contract(s) described is longer than the period under review, or if the performance is still ongoing, the quantity of deliveries falling within the 3-year period requested/examined by the contracting authority must be specified in the description. Tenderers may meet the eligibility requirement by submitting multiple references. In the case of tendering for multiple parts, the same reference may be submitted for multiple parts if the eligibility requirement for multiple parts can be demonstrated with that reference. In the case of references including other services outside the scope of the public procurement, the contracting authority will only take into account the services performed within the scope of the public procurement when determining the tenderer's eligibility. In accordance with Section 21/A of Government Decree 321/2015 (X.30.), the contracting authority shall also accept proof of performance where a breach of contract has occurred, but the economic operator's liability for the breach of contract is not disputed by the other contracting party.
Documentation Requirement
The tenderer must submit the European Single Procurement Document (ESPD), in which the contracting authority accepts the tenderer's simple declaration in Section IV "alpha" of the form for the preliminary verification of the eligibility requirements. In accordance with Section 67 (1) of the Public Procurement Act, the tenderer must submit its declaration contained in the ESPD in its tender. The tenderer must present its most significant deliveries corresponding to the subject of the public procurement in the last 3 years (36 months) counting backwards from the date of publication of this call, based on Section 21 (1) (a) of Government Decree 321/2015 (X.30.). The certificate or declaration must contain at least the following data: - time of performance (start and end date, year, month, day); - the other contracting party (name, registered office), contact person's name, contact details; - the subject of the delivery; - the quantity of the delivery; - a statement that the performance was in accordance with the specifications and the contract. In accordance with Section 21/A of Government Decree 321/2015 (X.30.), the contracting authority is obliged to accept proof of performance even if the result or activity included in the reference requirement was realized as a partial performance of the contract. If the value of the reference or references is given in a foreign currency, the tenderer must convert it to HUF based on the official exchange rate published on the website of the Hungarian National Bank valid on the day of performance. In accordance with Section 22 (2) of Government Decree 321/2015 (X.30.): if the performance was not in accordance with the contract, the reason and extent of the deviation must be described in the certificate or declaration, and in the event of a breach of contract by the economic operator, the fact that the economic operator's liability for the breach of contract exists. If the eligibility is proven by the declaration of the tenderer or another organization participating in the proof of eligibility, the declaration must also state whether the other contracting party disputes the conformity of the performance with the contract or - if the economic operator has declared this - the circumstance that the economic operator's liability for the breach of contract does not exist. The tenderer is obliged to submit the proofs of eligibility requirements at the request of the contracting authority in accordance with Section 69 (4)-(7) of the Public Procurement Act. In accordance with Section 65 (7) of the Public Procurement Act, tenderers may meet the prescribed eligibility requirements by relying on the capacity of any other organization. In this case, the tenderer must proceed in accordance with Section 65 (7), (9), (11) and Section 67 (3) of the Public Procurement Act. In accordance with Section 65 (6) of the Public Procurement Act, joint tenderers may jointly meet the prescribed eligibility requirements. Tenderers are requested to pay attention to Section 69 (11a) of the Public Procurement Act.
