Beschreibung der Aufgabe

Gegenstand dieser Ausschreibung ist die Beschaffung einer hochverfügbaren Virtualisierungsplattform einschließlich erforderlicher Hardware, Softwarelizenzen, Herstellersupport und Dienstleistungen zur Ablösung bzw. Modernisierung der bestehenden Virtualisierungsinfrastruktur des Gemeinschaftsklinikums Mittelrhein. Die neue Lösung muss den Betrieb von derzeit rund 300 virtuellen Maschinen in einer Active-Active-Rechenzentrumsarchitektur gewährleisten und die wesentlichen Funktionen der bestehenden VMware vSphere Enterprise Plus / VMware Cloud Foundation Umgebung funktional gleichwertig bereitstellen. Hierzu zählen insbesondere Hochverfügbarkeit, automatisierte Lastverteilung, Live-Migration virtueller Maschinen, standortübergreifender Betrieb sowie zentrale Administration. Die Ausschreibung ist hersteller- und technologieoffen gestaltet. Angeboten werden können sowohl Lösungen auf Basis alternativer Virtualisierungsplattformen als auch Konzepte, bei denen VMware weiterhin eingesetzt wird. Die angebotene Lösung muss die in den Vergabeunterlagen definierten funktionalen, technischen und wirtschaftlichen Anforderungen erfüllen. Die Bieter haben ein Architektur- und Migrationskonzept vorzulegen, das entweder die Weiterverwendung der bestehenden Dell-VxRail-Hardware oder deren vollständigen Austausch vorsieht. Der Einsatz hyperkonvergenter sowie klassischer 3-Tier-Architekturen ist zulässig. Eine Nutzung von VMware vSAN wird nicht vorausgesetzt. Bestandteil des Leistungsumfangs sind darüber hinaus die Bereitstellung aller erforderlichen Hardware- und Softwarekomponenten, die Einbindung der bestehenden Veeam Backup & Replication Umgebung mittels agentenloser Sicherungsverfahren, die Durchführung der Implementierung einschließlich Wissenstransfer sowie die Unterstützung der Migration aller virtuellen Maschinen. Die bestehende VMware-Subscription endet am 30.03.2027. Die angebotene Lösung muss daher einschließlich aller produktiven Workloads spätestens bis zum 15.03.2027 vollständig produktiv gesetzt, migriert und abgenommen sein. Der Zeitraum zwischen dem 15.03.2027 und dem Auslaufen der bestehenden VMware-Lizenzierung dient als Risikopuffer und Stabilisierungsphase.Hauptmerkmale des VerfahrensIn der ersten Phase - Teilnahmewettbewerb - wird die Eignung der Bieter geprüft. 1-3 der am besten geeigneten Bewerber werden zur Angebotsabgabe aufgefordert. Die Angebote sollen in einer oder mehreren Runden verhandelt werden. Der Zuschlag auf das Erstangebot bleibt vorbehalten.

• Referenzprojekte

  Beschreibung

  The bidder must provide references from the last 36 months. For each reference, the following information must be listed: client, hospital relevance, period, scope, number of VMs, platform, migration, and contact person. The evaluation will be as follows: Per reference: 10 P >500 VMs; 8 P 300-499; 5 P 100-299; 0 P <100. Max. 40. Per VM-Ware replacement: 25 P >10; 15 P 5-10; 10 P 2-4; 0 P <2. Comparable references in the hospital/healthcare sector from the last 3 years: 20 P >10; 15 P 5-10; 8 P 2-4; 0 P <2.

• Application to Participate

  Beschreibung

  The application to participate must be submitted completely and on time. All required information, proofs, and documents (especially the preliminary remarks, supplier information, and reference list) must be attached to the application to participate. Preliminary remarks: The preliminary remarks must be filled out as acknowledged with date, company name, and signature (optional stamp). Supplier information: The applicant must submit the following company information in the application to participate: - Full company name, legal form, address, contact person - Presentation of the company structure including the organizational units intended for service provision - Information on personnel, especially key personnel intended for the assignment (qualification, professional background, roles in the project) - Self-declaration of reliability according to §§ 123-124 GWB or relevant national regulations.

Accepted proofs include: - a trade registration (for newly registered trades), - a trade re-registration (for changes in the scope of activity or business location), - or an equivalent official proof showing that the applicant is authorized to perform the advertised services. If this proof is missing or the registered activity is not relevant, the suitability criterion is considered not met. If the services are offered by a bidding/working group, the information must be provided for each member of the bidding/working group. If the applicant/bidder intends to use third parties for service provision, the information must also be provided by third parties upon request.

• Certificate of No Objection from Social Security Funds

  Beschreibung

  The applicant/bidder must submit a current certificate of no objection from the relevant collective social security fund (e.g., SOKA-BAU, ULAK, ZVK, or a comparable institution) with the application to participate/offer. This declares that the corresponding contributions (payment of taxes, duties, and contributions to statutory social insurance) have been paid. The certificate must meet the following requirements: - It must not be older than 6 months. - It must confirm that there are no contribution arrears or that all collective social security contributions have been properly paid. - It must be issued by the social security fund responsible for the company. - Companies not subject to collective social security obligations must provide equivalent proof showing that they are not subject to contributions (e.g., written confirmation from the social security fund or a comprehensible self-declaration with justification). If the certificate is not submitted, is older than 6 months from the issue date, or shows significant contribution arrears, the suitability criterion is considered not met. If the services are offered by a bidding/working group, the information must be provided for each member of the bidding/working group. If the applicant/bidder intends to use third parties for service provision, the information must also be provided by third parties upon request.

• Self-Declaration of Suitability

  Beschreibung

  The applicant/bidder must submit the fully completed and legally signed form 124_LD Self-Declaration of Suitability for Supplies/Services with the application to participate/offer. The self-declaration must meet the following requirements: - It must be fully completed and contain all required information on professional, economic, and legal capability. - It must bear a legally binding signature of the authorized company representative. - It must confirm the absence of exclusion grounds according to §§ 123, 124 GWB. - It must declare compliance with tax, social security, and professional association obligations. - It must contain information on references, turnovers, employee numbers, or other required suitability characteristics, as far as these are provided in the form. - If the client allows later proof by pre-qualified companies, the PQ number can be provided as an alternative. Addition: The statement that no serious misconduct has demonstrably been committed is confirmed by the applicant's declaration in form 124_LD Self-Declaration of Suitability for Supplies/Services, stating that no exclusion grounds according to §§ 123, 124 GWB and § 19 MiLoG are established by the person or conduct of the applicant or persons attributable to the applicant. Note: § 124 GWB also contains information on insolvency proceedings and liquidation. If the form is not submitted, is incomplete, or not properly signed, the suitability criterion is considered not met. If the services are offered by a bidding/working group, the information must be provided for each member of the bidding/working group. If the applicant/bidder intends to use third parties for service provision, the information must also be provided by third parties upon request.

• Subcontractor Services Register

  Beschreibung

  The applicant/bidder must submit form 233 Register of Subcontractor Services with the application to participate/offer, if they intend to have services performed by subcontractors. The form must contain the following information: - Naming of the intended subcontractors, if already known. - Description of the service shares to be awarded to subcontractors. - Declaration that the applicant will submit the subcontractor contracts in case of an order. - For named subcontractors, suitability proofs must be submitted upon request. If the information is missing or the form is incomplete, the applicant cannot be considered.

  Dokumentationsanforderung

  Form 233 Register of Subcontractor Services, containing the naming of intended subcontractors, description of service shares, and a declaration to submit subcontractor contracts. Suitability proofs for named subcontractors must be submitted upon request.

• Named Personnel and Manufacturer Certificates
