Contracting Authority is National Police Board (Poliisihallitus). The subject of the procurement is the production of IT expert services for application development related to Oracle WebCenter Content. In this procurement the Contracting Authority shall select three (3) to five (5) tenderers to the framework agreement of IT expert services. If there are fewer than three tenderers satisfying the suitability requirements or acceptable tenders, the Contracting Authority has the right to select less than three tenderers to the framework agreement. Furthermore, in this procurement process the Contracting Authority shall select one tenderer to provide IT expert services for Apollo and Liite softwares. For further information, please see annex 1 Description of the Procurement. More detailed description of the object of the framework agreement and the IT expert services for Apollo and Liite softwares and selection criteria for tenders shall be given in the invitation to tender.Main features of the procedureThe procurement procedure is a negotiated procedure as defined in the Finnish Act on Public Contracts in the Fields of Defence and Security (1531/2011). The estimated value of the procurement is over the European Union threshold value for services. In negotiated procedure, any economic operator may submit a request to participate in response to an invitation to participate by providing the information for qualitative selection. Only those economic operators accepted by the Contracting Authority may submit a preliminary tender and participate in the negotiations. The Contracting Authority will invite the selected candidates to negotiations. The purpose of the negotiations is to explain in further detail the requirements of the services, to give the tenderers a possibility to comment on the scope of work as well as the commercial conditions provided therein. The participating parties to the negotiations are therefore given the possibility to develop the assignments further in order to achieve the optimal final result. The object and scope of the contract shall be defined in the procurement documents. During the negotiations the scope of the contract will be elaborated and specified further. The final scope of the contract will be provided with the final invitation to tender to be issued after the negotiations. The Invitation to participate and the procurement documents are available in English. The request to participate shall be in English. The Contracting Authority has right to change the procurement language to Finnish in invitation to tender, if all selected tenderers agree to this. The Contracting Authority may decide to discontinue the procurement procedure at any time, without awarding the contract. Such a decision may be adopted in accordance with the Act on Public Contracts in the Fields of Defence and Security. No compensation, costs or expenses shall be paid to candidates should the Contracting Authority decide to discontinue the procurement procedure or otherwise. The Contracting Authority will not pay any compensation for participating in the procurement. All costs, expenses and liabilities incurred in connection with preparation and submission of the request to participate, negotiations, tender(s), travelling, meetings and any other documentation will be borne by the candidate/tenderer, regardless of the conduct or outcome of the procurement procedure.
