A Budapesti Gazdaságtudományi Egyetem kazán- és fűtéskarbantartási szolgáltatásokat keres Budapesten, nettó 80 000 000 Ft + ÁFA keretösszeg erejéig, amelynek legalább 70%-ára megrendelést biztosítanak. A szolgáltatások magukban foglalják a kazánok, gázégők, szivattyúk, kapulégfüggönyök és fan-coilok rendszeres karbantartását, valamint a hibaelhárítást havária és egyéb hibák esetén, meghatározott reagálási és javítási határidőkkel. Az értékelés során az átalánydíjas üzemeltetés (60%), a havária esetén fizetendő óradíj (20%), az egyéb hibák és szakértői tevékenység óradíja (10%), valamint a megajánlott szakemberek többlet szakmai tapasztalata (5-5%) kap súlyt. A pályázóknak igazolniuk kell, hogy az elmúlt három lezárt üzleti évben legalább nettó 20 millió forint árbevételük származott épületgépészeti fűtési rendszerek üzemeltetéséből és/vagy karbantartásából és/vagy létesítmény üzemeltetési tevékenységből. Ezen felül rendelkezniük kell referenciákkal legalább 6000 m2 fűtött alapterületet kiszolgáló épületgépészeti fűtési rendszerek üzemeltetésére és karbantartására vonatkozóan (maximum 5 referenciával igazolható), valamint gázüzemű kondenzációs és nem kondenzációs kazánok, szivattyúk, szabályozó szelepek, vízlágyító rendszerek és hőszivattyúk karbantartására és/vagy üzemeltetésére vonatkozó referenciákkal (maximum 4 referenciával igazolható). Személyi feltételként legalább 2 szakembert kell bemutatni, akik között szerepel egy legalább 48 hónap épületüzemeltetési tapasztalattal rendelkező felsőfokú gépészmérnök vagy épületgépész mérnök, egy legalább 36 hónap szakmai tapasztalattal rendelkező felsőfokú gépészmérnök és/vagy mechatronikai mérnök és/vagy villamosmérnök és/vagy mérnökinformatikus automatizálás szakirányon, egy energetikai szakreferens, valamint egy legalább 36 hónap szakmai tapasztalattal rendelkező, gázszerelői igazolvánnyal rendelkező szakember.

Működési, eljárási és garanciális elvárások A) Üzemeltetési és javítási eljárásrend • Üzemeltetési bejárások: Hétköznapokon heti 3 alkalommal (hétfő, szerda, péntek) 7:00 és 9:00 óra között (oktatási területen 7:30 előtt). • Eseti feladatok elrendelése: A Megrendelő által kiállított eseti írásos megrendelés alapján történik. A Vállalkozónak írásos szakmai tájékoztatást és becsült munkaidő-ráfordítást kell adnia. • Személyi feltételek: A munkát kizárólag szakképzett személyzet végezheti. Külön előírás, hogy hűtő/klímagázzal kapcsolatos szerelést csak a vonatkozó jogszabályok szerinti HR-es (H-I-es kategóriájú) vagy azzal egyenértékű képesítési igazolással rendelkező szerelő végezhet. • Takarítás és munkaterület: A Vállalkozó köteles gondoskodni a munkaterülettel szomszédos területek tisztántartásáról és a napi munkavégzés utáni feltakarításról (melynek elmaradása esetén a Megrendelő a Vállalkozó költségére takaríttathat ki). B) Reagálási, felmérési és javítási határidők • Havária hiba esetén: o Reagálás / helyszíni megjelenés: 2 órán belül. o Ideiglenes hibaelhárítás: 4 órán belül. o Végleges hibaelhárítás: 2 munkanapon belül. • Egyéb (normál) hibák esetén: o Helyszíni felmérés és ajánlatadás: 2 munkanapon belül. o Javítás elvégzése: megrendeléstől számított 15 munkanapon belül. The tenderer is unsuitable if, in the three financial years preceding the date of dispatch of the invitation to tender, the turnover from the subject of the public procurement (operation and/or maintenance of building heating systems and/or facility management activities), calculated without VAT, does not reach a total of net 20 million HUF.
Documentation Requirement
The tenderer must submit a declaration of turnover for the three financial years preceding the date of dispatch of the invitation to tender, closed with a balance sheet date, derived from the subject of the public procurement (operation and/or maintenance of building heating systems and/or facility management activities), calculated without VAT, depending on when the tenderer was established or started its activities, if these data are available. (Kr.), the tenderer must preliminarily prove in its tender, in the current procedure initiated according to Part II of the Public Procurement Act, by submitting the European Single Procurement Document (ESPD) provided among the public procurement documents at the time of submitting its tender, that it meets the eligibility requirements specified below based on Section 65 of the Public Procurement Act. The contracting authority, based on Section 2 (5) of Government Decree 321/2015 (X. 30.), accepts the tenderer's simple declaration in the ESPD (i.e., filling in Part IV, point α) for the preliminary proof of eligibility requirements. Based on Section 69 (4)-(7) of the Public Procurement Act, the economic operator invited to submit proofs relating to the eligibility requirements must prove compliance with the eligibility requirements as follows.
Description
The tenderer is unsuitable if it does not have at least 1 expert with 36 months of professional experience, registered with the Hungarian Chamber of Engineers, with a qualification for gas appliance installation (maintenance, repair) (gas fitter's license). Overlap between experts is allowed, provided that at least 2 experts are presented to fulfill the specified eligibility conditions. The contracting authority also accepts qualifications equivalent to the specified degree or qualification for experts. Joint tenderers may jointly meet the prescribed eligibility requirements. Tenderers may also meet the prescribed eligibility requirements by relying on the capacity of any other organization or person, regardless of the legal nature of the relationship between them.
Documentation Requirement
The tenderer (in case of joint tender, any joint tenderer) must describe the experts (organizations) to be involved in the performance, especially those responsible for quality control, their qualifications, and professional experience. Documents to be submitted to prove eligibility: a) tenderer's declaration about the experts to be involved in the performance; b) expert's self-signed professional CV and declaration of availability; c) simple copy of the document proving qualification or education. The electronic copy of the declaration about the experts must contain at least the following data: - name of the expert; - duration of professional practice (with start and end dates specified at least to the year/month accuracy), - serial number/registration number of the document proving qualification or education, - legal relationship under which the expert will be involved (employment, assignment, etc.) - and a declaration that the expert will be available during the performance. If the expert presented for point M2/c) is listed in the MEKH register/directory proving professional qualification, the CV must indicate the registration/directory number and the date of obtaining the qualification (and if available, the access path to the certificate). If the expert proposed for point III.1.3.) M/2. /c of the invitation is listed in the MEKH register/directory proving professional qualification as an energy expert at the time of tendering, the qualification and professional experience required for obtaining the qualification are proven by the valid qualification (a self-signed CV must be attached in this case as well). The contracting authority informs tenderers that detailed information (sample documents) regarding the methods of proving the prescribed technical and professional eligibility conditions will be provided among the public procurement documents. The contracting authority, based on Section 30 (4) of Government Decree 321/2015 (X.30.), has set stricter conditions and proofs for the technical and professional eligibility of M2) compared to the official list of qualified tenderers (bronze qualification). Inclusion in the list does not prove compliance with the eligibility requirements; the eligibility condition is stricter, also considering the examination of compliance with expert requirements tailored to the specific subject of the public procurement procedure. Based on Section 1 (1) of Government Decree 321/2015 (X.30.)
