    Budapest Főváros XVII. kerület Rákosmente Önkormányzata út- és mélyépítési munkákra keres szolgáltatót egy 4 éves keretmegállapodás keretében, Budapest területén. A szerződés célja útépítési, felújítási, átalakítási, bővítési, helyreállítási és lebontási munkák elvégzése, beleértve a terepszint alatti és feletti építményeket, valamint a kapcsolódó infrastruktúra kiépítését. Az ajánlatokat az összesített nettó ajánlati ár (70%) és a bemutatott szakemberek szakmai többlettapasztalata (3x10%) alapján bírálják el. A pályázóknak szerepelniük kell az építőipari kivitelezési tevékenységet végzők névjegyzékében, az utolsó három lezárt üzleti évből legfeljebb egyben lehetett negatív az adózott eredményük, és az utolsó három lezárt üzleti évben legalább 2 milliárd Ft összesített nettó árbevétellel kell rendelkezniük mélyépítési kivitelezési munkákból. Ezen felül az elmúlt 60 hónapban teljesített referenciákkal kell rendelkezniük, amelyek magukban foglalnak legalább 7000 m2 útépítést, 750 méter gravitációs csatorna építését, 1000 méter előregyártott mederelemes árok építését, legalább 1 db, 5 méter szabadnyílású híd felújítását/bővítését/építését, legalább 1 db közúthálózati csomópont építését, legalább 1000 méter távközlési alépítmény kiváltását/védelembe helyezését, és legalább 100 m3 hasznos tárolókapacitású csapadékvíz-visszatartó és/vagy szikkasztó rendszer kialakítását. Szintén szükséges legalább 5 db, egyenként legalább 1000 m2 felületre vonatkozó aszfaltmarási és aszfaltozási munkát tartalmazó referencia. A pályázóknak továbbá be kell mutatniuk legalább egy-egy „MV-KÉ”, „MV-VZ” és „MV-HI” kategóriájú felelős műszaki vezetői jogosultsággal rendelkező szakembert, akik a jogosultság megszerzését követően legalább további 36 hónap szakmai gyakorlattal rendelkeznek. Az utolsó három üzleti év bármelyikében az éves átlagos statisztikai állományi létszámnak el kell érnie legalább a 30 főt.

    • Description

      The economic operator performing construction activities must be registered in the register of economic operators performing construction activities, according to Act C of 2023 on Hungarian architecture. For economic operators not established in Hungary, they must be registered in a similar register according to Annex XI of Directive 2014/24/EU of the European Parliament and of the Council, or possess the permit, license, or organizational/chamber membership required in their country of establishment.

      Documentation Requirement

      The tenderer must pre-certify in their tender, by submitting the European Single Procurement Document (ESPD) according to Section 1 (1) of Government Decree 321/2015 (X. 30.), that they meet the suitability requirements defined by the contracting authority based on Section 65 of the Public Procurement Act (Kbt.). The contracting authority accepts a simple declaration made by the economic operator by filling in Part IV α) of the ESPD for preliminary certification of suitability. For economic operators called upon based on Section 69 (4)–(7) of the Kbt., the contracting authority verifies the fact of registration in the registers according to Section 69 (11) of the Kbt. If free verification of the relevant data or facts in the registers according to Section 69 (11) of the Kbt. is not possible, the fact of registration must be certified by submitting a simple copy of the register extract, a certificate issued by the registering authority, or a document certifying registration.

In this case, the tenderer is suitable for the performance of the contract if their total net revenue from the subject of the public procurement (civil engineering construction work), calculated without VAT, reaches 2 billion HUF during their operation.

      The tenderer is unsuitable if their total net revenue from the subject of the public procurement (civil engineering construction work) in the last three business years closed with a balance sheet date preceding the publication of the call for tenders does not reach 2 billion HUF. Civil engineering construction work: construction investment aimed at creating, renovating, transforming, expanding, restoring, or demolishing a structure, which is established below or at ground level, including work performed above ground level that is essential for the intended, safe use of the structure.

      The tenderer must attach a statement on their revenue from the subject of the public procurement - calculated without VAT - for the last three business years closed with a balance sheet date preceding the publication of the call for tenders, depending on when the tenderer was established or started its activity, if these data are available. If the tenderer does not have revenue data for the last three business years closed with a balance sheet date immediately preceding the publication of the call, their net revenue from the subject of the public procurement for the period since the start of their activity must meet the prescribed minimum requirement. If the tenderer's statement shows fewer than three business years closed with a balance sheet date, but compliance with the suitability requirement can be determined from the statement, the contracting authority will not order a deficiency remedy regarding the unpresented closed business year(s).

      The tenderer is unsuitable if they do not have a reference or references completed within 60 months (concluded with successful technical handover and acceptance), but started no earlier than 96 months, preceding the publication of the call for tenders, which included in total: a. construction of at least 7000 m2 of road designed for at least "E" traffic load class, with full pavement structure, and b. construction of at least 750 meters of gravity sewer of at least DN100 cm, and c. construction of at least 1000 meters of pre-fabricated channel element ditch, and d. renovation and/or expansion and/or construction of at least 1 bridge over a watercourse with a clear span of at least 5 meters, and e. construction of at least 1 road network junction, and f. replacement and/or protection of at least 1000 meters of telecommunications substructure, and g. creation of at least 1 stormwater retention and/or infiltration system with a useful storage capacity of at least 100 m3, based on ecological principles (infiltration block field, infiltration field, infiltration well, rain garden, or a combination thereof). Compliance with the M1.1 suitability requirement can be proven with a maximum of seven contracts/performances. "Full pavement structure" means the construction of the road from the subgrade to the wearing course (subgrade, bedding, Ckt, binder course, wearing course). "Road network junction" means road construction works that were carried out on at least two interconnected public areas registered under independent cadastral numbers, and during which full pavement structure road construction, reconstruction, or renovation took place on the interconnected sections (and also on the connected cadastral public areas).

      Documentation Requirement

      The tenderer must attach a description of their most significant performances related to the subject and duration according to the minimum requirement, counting backward from the date of publication of the call for tenders, which must be certified according to Section 22 (3) of Government Decree 321/2015 (X. 30.) (with a certificate provided by the other contracting party). The data related to the performance in the reference must be provided in such detail that compliance with all requirements for the reference can be determined.
