Udbuddet gennemføres i to faser: prækvalifikation og tilbudsfase, hvor maksimalt fem ansøgere prækvalificeres. Tildelingskriterierne er pris (40%) og kvalitet (60%). Kvalifikationskrav inkluderer en positiv egenkapital for de seneste to regnskabsår, ISO/IEC 27001:2022 certificering med tilhørende Statement of Applicability (SoA), samt fire referencer fra de seneste fem år for sammenlignelige leverancer, hvor hver reference vurderes ud fra relevans for "Transition Ind" (25%) og "Løbende MDR-Ydelser" (75%).
