Oppdraget innebærer en omfattende evaluering av globale, regionale og nasjonale rammeverk med fokus på barnesensitive, barnevennlige og barneorienterte tilnærminger, samt identifisering av muligheter for styrket regionalt samarbeid og integrasjon av barnesensitive klimatjenester.       Red Barnet is seeking a consultant for mapping and analysis of existing national and local frameworks for weather and climate services (incl. National Framework for Climate Services, NFCS), and stakeholders for Early Warning Systems, EWS, in Niger, Burkina and Mali.Main features of the procedureMain activities: 1. Global Framework and Policy Review • Review existing WMO Global Framework for Water, Weather and Climate Services and assess the extent to which it enables a child-centred approach • Review existing SC policy briefs and approach to child-centered climate services, early warning systems and Early Warning for All (EW4All) initiative. 2. Regional Framework Analysis • Assessment of Regional Institutions and Frameworks an evaluate contributions from AGRHYMET (Climate data provision and capacity building), ACMAD (Regional forecasting and early warning system), Liptako-Gourma Authority (LGA)Cross-border collaboration on climate resilience. • Review how these institutions address child-focused priorities in climate and disaster resilience. • Alignment with Regional Policies: Analyze alignment of regional frameworks, such as African Union (AU) policies on climate and disaster resilience; African Regional Strategy for Disaster Risk Reduction (ARSDRR). • Identify opportunities to strengthen regional collaboration for child-sensitive climate services 3. National Framework Mapping and Analysis • Review of National Frameworks for Climate Services (NFCS) and assess the extent of operationalization and integration into child-sensitive sectors, including: (Education: Climate education, school safety, and infrastructure resilience; Child Protection: Emergency response plans and safeguarding measures; Health and Food Security: Addressing vulnerabilities of children during climate-related crises) • Mapping Users and Providers: Identify key actors, their roles, and capacities in delivering child-sensitive climate services. • Analyze the development and review processes of NFCS to identify opportunities for child-focused integration • Highlight existing coordination mechanisms between providers and child-focused sectors. 4. Stakeholder Engagement: Conduct Key Informant Interviews (KII) with representatives of regional institutions and NFCS leads to: • status of NFCS and extent of operationalisation in areas key to child protection, child health, and education and food security • concrete ways in which SC and partners may support a strengthened child focus within the co-development, communication, use, monitoring and feedback of climate services to address the impacts of climate-related risks on girls and boys at different ages according to their diverse needs and capacities. 5. Conduct a comprehensive evaluation of key barriers, gaps, and opportunities in National Frameworks for Climate Services (NFCS) across Niger, Burkina Faso, and Mali, focusing on the extent to which these frameworks are: • Child-sensitive: Tailored to consider the specific impacts of climate change on children and key child-focused sectors such as education, health, and protection. • Child-friendly: Communicated through channels, formats, and approaches adapted to children’s needs and capacities. • Child-centered: Developed with and for children, engaging them directly in risk assessment, monitoring, and communication of climate services. Deliverables: 1. Policy Review and Insights: Top line analysis of the WMO Global Framework and SC policy briefs, with recommendations for child-centred integration, with a focus on NFCS analysis of existing frameworks and degree of operationalisation and reach of services to address climate-related impacts for children. 2. Collaboration Report: Contributions of AGRHYMET, ACMAD, and the Liptako-Gourma Authority, with recommendations for cross-border collaboration, with a focus on climate services and EWS support provided at regional and cross-border levels. 3. National Framework and Stakeholder Analysis: Review of NFCS operationalization, stakeholder mapping, and actionable recommendations for child-sensitive climate services. 4. Evaluation and Recommendations: Analysis of barriers, gaps, and opportunities, with a focus on child-sensitive, child-friendly, and child-centred approaches. Hereunder, bringing together child centred CVCA and community-based AA and adaptation planning for climate related risks. Timeline: 30 days, starting 1/03/2025

      Red Barnet needs consultancy services for a study on local and national actors' perspectives on accountability of the international aid sector to the localisation agenda. The study aims to understand what local and national aid actors consider meaningful accountability for international actors’ commitments to the localisation and local leadership agenda, focusing on the relationship between LNA localisation framing and international actors’ decisions, behavior, and follow-up. The work will be undertaken from October to December 2026, with a total budget of 200,000 DKK (approximately 30,000 USD). Deliverables include an inception report, a short emerging findings debrief, a draft report, and a final report suitable for external publication. The consultant or consultancy team must demonstrate strong knowledge of global South-based perspectives on local leadership, proven experience working with or undertaking research with local and national actors and Global South-based organizations, strong knowledge of localisation commitments and frameworks, demonstrated experience researching accountability, power relations and local leadership, strong understanding of the political and power dimensions of localisation and international-local relationships, demonstrated qualitative research skills, experience translating research findings into practical recommendations, and excellent English writing, presentation, and stakeholder-engagement skills. Proposals from Global South-based consultants, researchers, or organizations and collaborative teams that demonstrate meaningful LNA leadership of the research are particularly welcomed.
