    Ørsted Wind Power A/S needs services for post-construction monitoring of bats, seabirds, and migratory birds, and collision-risk assessment of bats and migratory birds for the Natura 2000 Slupsk Bank and the Offshore Windfarms Baltica 2 & 3, located approximately 30 km offshore Poland. The contract has a maximum total value of 26.3 million EUR and a duration of 6 years (2027-2032), with some scopes being optional. The services include offshore surveys, data analysis, regulatory reporting, and authority liaison to ensure compliance with environmental permit requirements. Tenders will be evaluated based on quality (60%) and price (40%). Suppliers must demonstrate technical and professional ability by providing a maximum of two references for each of the following monitoring scopes: seabirds, migratory birds, bats, bird collision, and bats collision, detailing the project name, location, scope of work, methods used, aim, project period, client, and approval party. The assessment will consider similarity to the contract, including applied methods (vessel-based monitoring, visual observation for seabirds; radar-based monitoring, band modelling, data processing for migratory birds; bats recording, data processing for bats activity; reporting and data interpretation, seasonal coverage, monitoring program description preparation, work planning), and regional bird species detection and observation in the Baltic Sea region.

      Leverandøren må kunne vise til referanseprosjekter / erfaring fra sammenlignbare oppdrag innenfor fugle- og flaggermusovervåking. Det kan leveres maksimalt to referanser for hver av følgende overvåkingsområder: sjøfugl, trekkfugl, flaggermus, fuglekollisjon og flaggermuskollisjon. Hvis flere referanser sendes inn, vil kun de nyeste referansene opp til maksimalt antall referanser bli vurdert. De nyeste referansene vil bli bestemt basert på startdato. Vurderingen av erfaring vil være en helhetlig vurdering av likhet med kontrakten (inkludert anvendt metode, rapportering og datatolkning, sesongmessig dekning, forberedelse av overvåkingsprogrambeskrivelse, arbeidsplanlegging, regional fugleartsdeteksjon og observasjon i Østersjøregionen) og prosjektets starttidspunkt samt bekreftelse på at omfanget er levert og godkjent.

      Leverandøren oppfordres til å gi følgende informasjon om fullførte erfaringer innen fugle- og flaggermusovervåking i vedlegg J (svarskjema): prosjektnavn, prosjektsted og land, beskrivelse av omfanget av arbeidet dekket av søkeren inkludert brukt metode, prosjektets mål (f.eks. EIA), prosjektperiode (start- og sluttdato inkludert indikasjon på sesonger), klientens navn (eller hvis konfidensielt, skal dette oppgis), godkjennende part (myndighet, klient osv.). Ingen ytterligere dokumentasjon for utvelgelseskriteriet for erfaring vil bli krevd fra søkeren. Oppdragsgiver forbeholder seg imidlertid retten til å kontakte søkeren eller relevante tredjeparter for å verifisere informasjonen som er oppgitt i beskrivelsen(e).

      Leverandøren må ha tilstrekkelig økonomisk og finansiell kapasitet til å gjennomføre avtalen. Vurderingen av leverandørens økonomiske og finansielle kapasitet vil være basert på innsendt informasjon og vil være en vurdering av følgende tre områder (i prioritert rekkefølge), alt for den siste reviderte årsrapporten med mindre annet er nevnt: kapitalstruktur (estimert kontraktsverdi til egenkapital, soliditetsgrad (egenkapital / totale eiendeler), endring i materiell nettoverdi (egenkapital minus immaterielle eiendeler) (basert på begge reviderte årsrapporter), gjeld til egenkapital og gjeld til inntjening), likviditet (nåværende forhold (omløpsmidler / kortsiktig gjeld), gjennomsnittlig omløpshastighet for arbeidskapital (omsetning (inntekter) / gjennomsnittlig arbeidskapital) (arbeidskapital beregnet som summen av varelager, kundefordringer og kontanter og kontantekvivalenter, fratrukket leverandørgjeld) (basert på begge reviderte årsrapporter), nåværende forhold (den eldste av de to siste reviderte årsrapportene)) og lønnsomhet (resultat før skatt til totale eiendeler, resultat før skatt margin (resultat før skatt (EBT) / omsetning (inntekter)) (basert på begge reviderte årsrapporter).

      Leverandøren oppfordres til å sende inn de to siste signerte og godkjente årsrapportene. Oppdragsgiver vil vurdere årsrapportene basert på nøkkeltallene nedenfor.
