The contracting authority would like to use this procurement to enter into a framework agreement with one tenderer. The aim of the contract is to cover the customers' need for analysis services for water and sewage, sludge, landfill monitoring and environment in accordance with the regulations. The municipality that has a water supply facility, sewage treatment facility, landfill and sludge treatment facility is obliged to carry out sample taking and analysing according to: • The Drinking Water Regulations. • The Pollution Regulations • The Natural Fertiliser Products Regulations. • The Waste Regulations • The Water Regulations The analysis services will apply to analyses for drinking water, sewage water, sewage sludge, ladder water, ladder water sediment, ground water wells, emissions from oil dividers, compost, soil, waste, fresh water, coastal water, sediment and biota. The above lists are not exhaustive. In addition to analyses in accordance with the regulation requirements, there is sometimes a need for other types of analyses. The contracting authority shall enter into a contract with a tenderer who has the necessary competence to assist in all phases, from the sample to the result.   Beskrivelse

  Tenderers shall fill in the attached price form and submit as an annex to the tender in Excel format. All fields in the attached price form marked with yellow shall be completed. If lines in the price form are submitted blank/not filled in, they will be filled in with the highest unit price offered for this line + 10%. If there are more than 5% of the lines missing the price indication, it will be seen as a significant deviation and it will lead to the tender being completely rejected. Tab 16: Option is not a part of the evaluation price. All prices are in NOK, excluding VAT, including all direct or indirect expenses and duties that can expected to be incurred for the delivery. Order fees and invoice fees are to be seen as expenses. The prices shall include all costs for the customer who is included in this competition, including the procurement commission. Costs that the tenderer knows will be incurred, but that are not specifically stated in the tender, will be seen as included in the stated costs. When pricing analyses (both individual analyses/packages), everything shall be included. The price shall be given for the completed illuminated and reported sample. Additional costs such as transport, packaging, marking and dispatch shall be included in the prices. All unit prices are subject to price regulation.

  When assessing the price, a hybrid model with break point 1 will be used. The attached template for evaluation model. The tenderer ́s total points for this award criteria is weighted with the award criterion ́s percentage of weighting.

  The award criteria consists of five sub-criteria: Implementation, Transport, dispatch, packaging and marking, Reporting time and report quality, Stand-by arrangement, and Security of delivery. The response shall be at maximum 4 A4 pages, font size 12, typeFace Times New Roman. The response shall not include a cover page or table of contents. Any pages after page 4 will not be evaluated. Any links etc. in the reply will not be evaluated.

  Evalueringsmetode

  This award criteria will be assessed based on the tenderer ́s description of the award criteria. A procurement assessment will be made when evaluating the described system. For each sub-criteria, the best system will be given the highest score (10) and other systems will be awarded score relative to the best solution. Scores achieved on each of the sub-criteria will be multiplied by interrelated weighting and added together. The tenderer ́s total points for this award criteria is weighted with the award criterion ́s percentage of weighting.

  Tenderers are requested to give an account of how the service will be carried out from sample taking to the completed analysis and how the tenderer will ensure compliance with accreditation, also in the less central areas included in the agreement. Tenderers are also requested to describe their system for handling deviations.

  Transport, dispatch, packaging and marking

  20%

  Beskrivelse

  Tenderers are requested to describe how they shall be dispatched. shall be carried out so that samples arrive at the laboratory in accordance with the regulations, guidelines and Norwegian standard and that the shipping method shall not have the previous samples quality, content or composition.

  Reporting time and report quality

  15%

  Beskrivelse

  Tenderers are requested to provide a description of how they shall be comply with the requirements set in the reporting point. The quality of the analysis report will also be evaluated here.

  Stand-by arrangement

  20%

  Beskrivelse

  Tenderers are asked to provide a description of the stand-by system that the laboratory has established and how it functions. Tenderers shall also clarify what response time the laboratory has for analyses in such situations, cf. the point on response time in case of abnormal events/stand-by at the customer.

  Delivery security

  10%

  Beskrivelse

  Tenderers shall give an account of how they are organised to ensure delivery at the customer. Tenderers shall also give an account of which scheme they have established for taking care of situations with unforeseen events/contingency at the tenderer, cf. the point on delivery security.

• Skatteattest

  Beskrivelse

  Leverandør må ha ordnede forhold med hensyn til betaling av skatt, arbeidsgiveravgift og merverdiavgift i henhold til lovbestemmelsene og leverandør skal ikke ha vesentlige restanser. Eventuelle restanser eller andre misligheter må kunne begrunnes. Dette kravet gjelder kun for norske leverandører.

  Dokumentasjonskrav

  Leverandør skal dokumentere kravet gjennom attesten "Opplysninger om skatt og avgift". Attesten skal være av typen "RF-1507", og ikke "RF-1316". Leverandør bestiller slik attest på Skatteetaten på vegne av sin virksomhet. Leverandør bes om å vedlegge attesten i tilbudet eller ettersende den på forespørsel.
