      The procurement consists of one (1) programmable and interactive social and emotional humanoid/service robot. The total value of the procurement shall not exceed EUR 75,000 (VAT 0%). It must support Finnish-language communication and be capable of facilitating social interaction, autonomous activities, emotional engagement, and the safe handling of objects. The robot must be suitable for educational, guidance, rehabilitation, and student support environments. The primary purpose of the procurement is to support Care Assistant Education by providing students with hands-on experience in healthcare and welfare technologies, social robotics, communication, guidance, and technology-assisted care. The robot will also be used in simulation-based learning and to familiarise students with technologies commonly encountered in modern working life. In addition, the robot will be available for multidisciplinary use across the contracting authority's educational programmes and support services. It will function as a shared pedagogical resource that promotes communication, participation, digital skills, and familiarity with emerging technologies. The robot may be used in various educational and operational roles, including learning support, interactive communication, visitor guidance, information sharing, wellbeing reminders, event reception, and customer interaction training. The contracting authority seeks a versatile, user-friendly, and pedagogically effective solution that supports inclusive learning environments and provides long-term value across multiple user groups and educational contexts.Main features of the procedureThe processing of tenders shall be carried out in accordance with the Procurement Act (1397/2016) in accordance with the following procedure: - Opening of tenders - Checking the eligibility of the tenders - Verification of the conformity of tenders to the call for tenders - Comparison of tenders as indicated in the call for tenders - Procurement decision and notification - Conclusion of the contract The Contracting Authority may suspend the procurement procedure for a genuine and justified reason. Insufficient funding may constitute such a reason. The contract will be awarded to the Tenderer that submits the lowest-priced compliant tender and meets all suitability requirements and minimum requirements set for the procurement.

      Tenders will be compared solely on the basis of the total tender price (EUR, VAT 0%). The contract will be awarded to the Tenderer submitting the lowest-priced compliant tender that meets all suitability requirements and all mandatory requirements set out in the procurement documents. The tendered total price shall include all mandatory requirements, including delivery, installation, configuration, commissioning, the robot and its mandatory components, software licences and access rights, training, manuals and instructions, warranty services and all other components and services required for normal operation. Optional items and options shall not be included in the comparison of tenders.
