The Government of Albania needs services to strengthen the capacities of the IPA Bodies for the effective implementation of the Operational Programme EU for Youth Employment 2024-2027, with a maximum total value of 3,540,000 EUR over 36 months. The support includes institutional and administrative strengthening, capacity-building activities, preparation of project and procurement documentation, support for programme monitoring, evaluation and reporting, assistance in procurement and contract management, and communication and visibility activities. Offers will be evaluated based on quality (80%) and price (20%).

Strengthening digital connectivity and the digital transformation of businesses and public services in Albania

The General Directorate for Financing and Contracting of European Union (EU), World Bank and Other Donor Funds/Central Finance and Contracting Unit (CFCU), Albania needs telecommunication consulting services for 18 months, with a maximum total value of 1,400,000 EUR. The objective is to advance Albania’s Digital Agenda by improving ICT infrastructure and aligning electronic communications policies with national and EU objectives, specifically by preparing documentation for geographical surveys and methodology on very high capacity networks, drafting secondary legislation aligned with EU regulation 2024/1309 for GIA based on VHCN with fibre optic and 5G, performing a technical study for 5G use cases in smart communities, and designing and implementing a pilot project with 5G. The services are to be delivered in Albania. Award criteria are quality (80%) and price (20%).

Capacity Building of Youth Policy Actors for Efficient Implementation of the Youth Guarantee

The Government of the Republic of Serbia, Ministry of Finance, Department for Contracting and Financing of EU funded programmes (CFCU) needs services for "Capacity Building of Youth Policy Actors for Efficient Implementation of the Youth Guarantee" over 30 months, with a maximum total value of 2,000,000 EUR. The project aims to strengthen the capacities of relevant youth policy actors for the implementation of the Youth Guarantee in the Republic of Serbia, focusing on creating a sustainable, youth-centred ecosystem that supports youth engagement and employment through stronger policies, professionalization of youth work, and quality youth spaces. The objective is also to enhance capacities of national, provincial, and local youth policy actors to implement, monitor, and report on youth employment policy and other policies relevant to youth. Award criteria are quality (80%) and price (20%).

Supply of equipment for automatization and modernisation of data collection processes of IT system of the Statistical Office of Montenegro (MONSTAT)

Vlada Crne Gore treba nabavku, isporuku, istovar, postavljanje, testiranje, instalaciju, puštanje u rad i postprodajnu podršku opreme za automatizaciju i modernizaciju procesa prikupljanja podataka IT sistema Zavoda za statistiku Crne Gore (MONSTAT) u trajanju od 180 dana. Cilj nabavke je doprinos kapacitetima MONSTAT-a za pružanje blagovremenih i reprezentativnih podataka o ekonomskim, demografskim i društvenim pojavama, poboljšanjem njegove IKT infrastrukture i uspostavljanjem modernizovanog sistema za zvaničnu statistiku u Crnoj Gori. Kriterijum za dodelu ugovora je cena (100%).

ENEST regional communication programme (2027-2031)

The European Commission, ENEST - Enlargement and Eastern Neighbourhood, needs advertising campaign services for a regional communication programme over 4 years, with a maximum total value of 12,000,000 EUR. The program aims to communicate the European Union's priorities across partner countries by providing communication campaigns and products, strengthening engagement with key multipliers, improving the visibility of EU support, generating communication intelligence and audience insights, and offering flexible communication services. The services will cover partner countries at different stages of their relationship with the European Union, requiring approaches that reflect their respective political contexts, policy priorities, and communication needs. The award criteria are quality (80%) and price (20%).
