    A Magyar Posta Zártkörűen Működő Részvénytársaság személyszállítási szolgáltatásokat keres 12 hónapos időtartamra, amelynek keretében napi szinten körülbelül 1000 munkavállaló célhoz kötött, műszakos, menetrend szerinti szállítását kell biztosítani autóbuszokkal (helyi, helyközi, elővárosi, távolsági), elsősorban Budapesten és vonzáskörzetében, valamint vidéki helyszíneken. Emellett eseti közúti személyszállítási igényeket is teljesíteni kell. Az ajánlatokat az ár (55% az első 12 hónapra, 40% a meghosszabbított 12 hónapra) és az EURO6 vagy EEV besorolású autóbuszok száma (5%) alapján értékelik. A pénzügyi alkalmasság igazolásához az előző három lezárt üzleti évben legalább 950 000 000 HUF árbevételt kell felmutatni autóbuszos személyszállításból, és az adózott eredmény nem lehetett negatív kettőnél több évben az utolsó két lezárt üzleti évből. A műszaki alkalmasság igazolásához az elmúlt 3 évben (36 hónapban) teljesített, legalább 9 hónapon keresztül folyamatosan nyújtott, naponta legalább 550 fő személyszállítására vonatkozó referenciával kell rendelkezni, továbbá legalább 10 db, minimum 8 ülőhelyes, légkondicionált kisbusz, legalább 5 db, minimum 20 ülőhelyes, légkondicionált közepes busz, és legalább 26 db, minimum 40 ülőhelyes, légkondicionált nagybusz (ebből legalább 8 db alacsony belépésű) állandó rendelkezésre állását kell igazolni.

    • Description

      The tenderer must have a total turnover of at least 950,000,000 HUF (excluding VAT) from bus passenger transport activities in the last three closed business years. For economic operators established after the start of this period, the turnover from bus passenger transport activities (excluding VAT) during their operation must not be less than 950,000,000 HUF.

      Documentation Requirement

      The tenderer must initially confirm compliance with the eligibility requirements by providing a general indication of all selection criteria in Part IV (Part IV α) of the ESPD. The contracting authority accepts a simple declaration from the economic operator. The submission of the following documents is mandatory only upon the contracting authority's explicit request, following the preliminary verification, based on Kbt. 69. § (4)-(6): P/1: According to 321/2015. (X. 30.) Korm. rend. 19. § (1) bek. c) point, a declaration of turnover from bus passenger transport activities (excluding VAT) for the last three closed business years, depending on when the tenderer was established or started its activities, if this data is available. If the tenderer does not have the above document because it operates in a legal form where a turnover declaration cannot be submitted, it may prove its financial and economic standing with any other declaration or document deemed appropriate by the contracting authority, in accordance with 321/2015. (X.30.) Korm. rendelet 19. § (3) bekezdés. The affected tenderer must justify during a request for additional information that it operates in a legal form where a turnover declaration cannot be submitted and request information on the method of proving eligibility accepted by the contracting authority instead of the eligibility requirement and method of proof prescribed in this point. According to Kr. 30.§ (4) bekezdése, the contracting authority requires that a tenderer listed in the register of qualified tenderers must also prove its eligibility according to the financial and economic eligibility requirement specified in this call, given that the contracting authority has set stricter conditions for the tenderer's financial and economic eligibility in this call than those specified in the register of qualified tenderers. According to Kbt. 65. § (6) bekezdése, joint tenderers may collectively meet the prescribed P/1 requirement. If the performance was not in accordance with the contract, the reason and extent of the deviation, as well as the fact of the economic operator's breach of contract and whether the economic operator is liable for the breach, must be described in the certificate or declaration. If eligibility is proven by a declaration from the tenderer or another organization participating in the proof of eligibility, the declaration must also state whether the other contracting party disputes the conformity of the performance or – if the economic operator has declared this – the circumstance that the economic operator is not liable for the breach of contract. The reference must be proven according to Kr. 22.§ (1)-(5) bek. According to 321/2015 (X.30.) Korm. rendelet 21/A. §, the contracting authority must also accept proof that the result or activity specified in the reference requirement was achieved as a partial performance of the contract. According to 321/2015 (X.30.) Korm. rendelet. 22. § (4) bek., in this case, the time of performance means the time of partial performance (start and end date), and the data must be provided in such a way that the full subject of the contract affected by the partial performance is also included. The tenderer may rely on the capacity of another organization as per Kbt. 65.§ (7) bekezdése in the manner specified in Kbt. 65.§ (9) and (11) bekezdései. According to Kr. 30.§ (4) bekezdése, the contracting authority requires that a tenderer listed in the register of qualified tenderers must also prove its eligibility according to the technical or professional eligibility requirement specified in this call, given that the contracting authority has set stricter conditions for the tenderer's technical or professional eligibility in this call than those specified in the register of qualified tenderers.

      The tenderer is ineligible if it does not have the following vehicles available for the performance of the contract: a.) at least 10 air-conditioned buses with a minimum of 8 seats, small capacity; b.) at least 5 air-conditioned buses with a minimum of 20 seats, medium capacity; c.) at least 26 air-conditioned buses with a minimum of 40 seats, large capacity, of which at least 8 must be low-entry (low-floor) air-conditioned buses. Bus type definitions: Small capacity bus (minibus): minimum 8, maximum 20 seats. Medium capacity bus (midibus): at least 20 seats. Large capacity bus: at least 40 seats. In the case of joint tenders, taking into account Kbt. 65. § (6) bekezdés, joint tenderers may collectively meet the technical-professional eligibility requirements, or it is sufficient if one of them meets the eligibility requirement.

The tenderer must prove the eligibility requirement by describing the tools available for performance according to 321/2015 (X.30.) Korm. rend. 21. § (3) bek. i) point. The eligibility requirement must also be proven by attaching documents certifying the following data of the vehicles involved in the performance: - copy of the registration certificate, - declaration of the license plate number, the number of seats, and that all buses intended to be involved in the performance comply with the legal requirements and technical condition specified in the technical description and contract and are suitable for public passenger transport, - declaration stating whether the bus has EURO6 or EEV classification. The tenderer may rely on the capacity of another organization as per Kbt. 65.§ (7) bekezdése in the manner specified in Kbt. 65.§ (9) and (11) bekezdései. A szerződés célja útépítési, felújítási, átalakítási, bővítési, helyreállítási és lebontási munkák elvégzése, beleértve a terepszint alatti és feletti építményeket, valamint a kapcsolódó infrastruktúra kiépítését.
