    EirGrid plc needs a supplier of Power Quality/Transient Fault Recorders for the 400 kV, 275 kV, 220 kV, and 110 kV Transmission network in the Republic of Ireland, through a framework agreement over 8 years, with a maximum total value of 1,500,000 EUR. The recorders will be installed in transmission stations and will primarily function for fault/event recording, power quality measurements (including flicker, unbalance, and harmonics up to the 50th harmonic), and continuous data streaming for Phasor Monitoring Units (PMU) application.

    About the bid

      EirGrid wishes to procure a supplier of Power Quality/Transient Fault Recorders to be used on the 400 kV, 275 kV, 220 kV and 110 kV Transmission network in the Republic of Ireland. The recorders shall be installed in transmission stations, and their primary functions will be: Fault/Event recording in response to under, over and rate-of-change of voltage, current, frequency and active power in addition to remote manual and binary input triggers; Power Quality measurements, including flicker, unbalance and harmonics measurements up to and including the 50th harmonic; and Data streaming on a continuous basis for Phasor Monitoring Units (PMU) application.

      ESB proposes to establish a qualification system under a negotiated procedure for the at scale EPC delivery of 110 kV, 220 kV and 400 kV HV Substations and Substation Programmes. Economic Operators who wish to participate in this qualification system process should submit a response as set out in the Section A Information Memorandum document. While applications may be made to join the Qualification System at any time, those interested in being considered for the Initial Framework (the “First Procurement”) under this Qualification System should submit a completed QSQ response on or before 1200 hrs (local time) on Friday 27th June 2025 (the “First Procurement Closing Date”).

      A.1.1 General Description of the Proposed Contract The Contracting Entity intends to procure a contract for the Supply and Commissioning of Long Duration Energy Storage Systems at a number of project sites in the Republic of Ireland and Northern Ireland. The scope includes the design, integration, supply, delivery to site and commissioning of lithium-ion battery energy storage systems and may also be extended to include aspects of installation/construction works, civil works, electrical works, etc. as may be required by the Contracting Entity and for which such extension of scope would be confirmed at Request for Tender RfT stage.
