Az elbírálás kizárólag a nettó ajánlati ár (100%) alapján történik. A pénzügyi alkalmasság igazolásához az előző három lezárt üzleti évben elért, összesen legalább 200 millió HUF árbevétel szükséges. A műszaki alkalmasság igazolásához legalább 1 db, az elmúlt hat éven belül megkezdett és három éven belül teljesített, legalább 250 000 m2 felületre vonatkozó hóeltakarítási és/vagy síkosság-mentesítési referencia szükséges.

The tenderer (joint tenderer) is unsuitable for the performance of the contract if its total turnover, calculated without the total value added tax, in the previous three closed business years with a balance sheet date, does not reach HUF 200 million.

If the tenderer does not have the document according to paragraph (1) c) because it operates in a legal form for which it is not possible to submit a statement on turnover, it may prove its financial and economic suitability with any other statement or document considered appropriate by the contracting authority, instead of the suitability requirement and method of proof prescribed in connection with this point. The tenderer concerned must substantiate during the request for additional information that it operates in a legal form for which it is not possible to submit a statement on turnover and request information on the method of proving suitability accepted by the contracting authority instead of the suitability requirement and method of proof prescribed in connection with this point. If the tenderer cannot provide the turnover data according to paragraph (1) c) for the entire period prescribed by the contracting authority because it started its operation after the beginning of the period, it is entitled to prove its suitability with the turnover data for the period after the start of its operation. The contracting authority does not specify a turnover requirement for economic operators established later that differs from the one applicable to all tenderers.

The tenderer (joint tenderer) is unsuitable for the performance of the contract if it does not have at least 1 completed work, started within six years and completed within three years from the date of publication of the call for tenders, which involved snow removal and/or de-icing tasks on a total area of at least 250,000 m2.
Documentation Requirement
Description of the most significant services (snow removal and/or de-icing) started within six years and completed within three years from the date of publication of the call for tenders, certified in the form specified in Section 23 of Government Decree 321/2015 (X. 30.). The contracting authority takes into account services completed during the examined period, but started no more than six years ago, based on Section 21 (3) (3a) of the Decree. The statement/reference certificate must contain at least the following information: - time of performance (start and end date) broken down by YEAR/MONTH/DAY - name and registered office of the other contracting party - subject and quantity of the service (with content from which the fulfillment of the prescribed minimum suitability requirement can be determined) - statement that the performance was carried out in accordance with the regulations and the contract. If the presented reference was performed jointly by the tenderer, only the tenderer's own share of performance can be accounted for as a reference. In this case, the percentage of the tenderer's own performance must be recorded. The contracting authority draws attention to Section 22 (1) and (5) of the Decree. The prescribed suitability requirements may also be met jointly by joint tenderers in accordance with Section 65 (6) of the Public Procurement Act. The prescribed suitability requirements may also be met by tenderers relying on the capacity of any other organization or person in accordance with Section 65 (7) of the Public Procurement Act. In this case, this organization must be indicated in the tender, and the suitability requirement(s) for which the tenderer relies on the resources of this organization must be indicated by specifying the relevant point of the call for tenders. The organization providing its capacities must prove compliance with the given suitability condition in the same way as the prescribed methods of proof. The tender must include a document containing the commitment undertaken by the organization providing its capacities in a contract, preliminary contract, or other form, which confirms that the resources necessary for the performance of the contract will be available during the term of the contract. In the case of another organization proving the fulfillment of the requirement for references, the commitment must confirm that this organization will actually participate in the performance of the contract, and the contracting authority will check during the performance of the contract whether the extent of involvement in the performance complies with the provisions of these paragraphs. The contracting authority draws attention to the provisions of Section 65 (12) of the Public Procurement Act. All documents serving to prove suitability may be submitted in simple copies. I. a) The tenderer, or the economic operator participating in proving suitability, must prove in advance (in the phase according to Sections 5-7 of the Decree) by submitting the ESPD, based on Section 67 (1) of the Public Procurement Act and Section 1 (1) of the Decree, that it meets the suitability requirements specified by the contracting authority. b) Based on Section 2 (5) of the Decree, the contracting authority accepts a simple statement from the economic operator concerned for the preliminary proof of suitability requirements, stating that it meets the minimum suitability requirements, so detailed data does not need to be provided in the ESPD in the first round during the tendering. c) In the case of joint tendering, the statement is made by the economic operator submitting the tender on behalf of the joint tenderers. d) If the tenderer wishes to meet the prescribed suitability requirements by relying on the capacities of another organization or person, based on Section 67 (3) of the Public Procurement Act, the tenderer submits the ESPD for the organization providing the capacity in accordance with Section 3 (3) of the Decree, and when prescribing the submission of certificates, this organization or person must prove compliance with the given suitability condition in the same way as the prescribed methods of proof - solely with regard to the suitability requirements. II. The tenderer or the economic operator participating in proving suitability must prove, at the request of the contracting authority according to Section 69 (4)-(7) of the Public Procurement Act, that it meets the suitability requirements as follows: M.1. The tenderer (joint tenderer) is unsuitable for the performance of the contract if it does not have at least 1 completed work, started within six years and completed within three years from the date of publication of the call for tenders, which involved snow removal and/or de-icing tasks on a total area of at least 250,000 m2. Compliance with the minimum requirements can also be proven by presenting one or more contractually performed references. The contracting authority also draws attention to the provisions of Section 24 (1) of Government Decree 321/2015 (X.30.). The prescribed suitability requirements may also be met jointly by joint tenderers in accordance with Section 65 (6) of the Public Procurement Act. The prescribed suitability requirements may also be met by tenderers relying on the capacity of any other organization or person in accordance with Section 65 (7) of the Public Procurement Act. In this case, this organization must be indicated in the tender, and the suitability requirement(s) for which the tenderer relies on the resources of this organization must be indicated by specifying the relevant point of the call for tenders. The organization providing its capacities must prove compliance with the given suitability condition in the same way as the prescribed methods of proof. The tender must include a document containing the commitment undertaken by the organization providing its capacities in a contract, preliminary contract, or other form, which confirms that the resources necessary for the performance of the contract will be available during the term of the contract.
