    The European Union, represented by the European Commission on behalf of Armenia, needs services for a TEN-D study on investments in Trans European Digital Networks, with a maximum total value of 400,000 EUR over 18 months. This study will involve sourcing data and evidence for policy design and implementation of Trans European Digital Networks (TEN-D), complementing the Cable Projects of European Interest (CPEI) exercise. It should analyze potential gaps in capacity, resilience, and security of terrestrial links, considering developments in data centers and AI facilities as proposed in the Cloud and AI Development Act (CADA). The project aims to identify infrastructure investment gaps, assess potential market failures, and recommend appropriate interventions, including the magnitude and instruments requiring EU funding under the European Competitiveness Fund (ECF). Offers will be evaluated based on quality (60%) and price (40%).

      Sourcing of data and evidence for policy design and implementation of Trans European Digital Networks (TEN-D) complementing the Cable Projects of European Interest (CPEI) exercise. This study should analyse potential gaps in capacity, resilience and security of terrestrial links, taking into account the expected developments in the field of data centres and other AI facilities as proposed in the Cloud and AI Development Act (CADA). The following identification of infrastructure investment gaps and assessment of potential market failures should lead to recommending the most appropriate interventions, including magnitude and instruments requiring EU funding, under the European Competitiveness Fund (ECF).
