    The European Commission, DG CNECT - Communications Networks, Content and Technology, needs services for a TEN-D study on the topology, needs, market failure, and investment gaps of backbone projects of strategic European Interest, over 18 months, with a maximum total value of 400,000 EUR. This study should analyze potential gaps in capacity, resilience, and security of terrestrial links, considering developments in data centers and AI facilities, to identify infrastructure investment gaps and market failures, and recommend appropriate interventions, including the magnitude and instruments requiring EU funding under the European Competitiveness Fund (ECF). The award criteria are Quality (60%) and Price (40%).

    About the bid

      Sourcing of data and evidence for policy design and implementation of Trans European Digital Networks (TEN-D) complementing the Cable Projects of European Interest (CPEI) exercise. This study should analyse potential gaps in capacity, resilience and security of terrestrial links, taking into account the expected developments in the field of data centres and other AI facilities as proposed in the Cloud and AI Development Act (CADA). The following identification of infrastructure investment gaps and assessment of potential market failures should lead to recommending the most appropriate interventions, including magnitude and instruments requiring EU funding, under the European Competitiveness Fund (ECF).
