    Qualification requirements

    • Description

      It is a minimum requirement that the Applicant has the following financial figures based on the latest signed and approved annual report: • A minimum turnover of DKK 200 (two-hundred) million in the last financial year. If the Applicant is a Consortium or uses Supporting Entities for the fulfillment of the minimum requirements for economic and financial capacity, the fulfillment will be assessed based on the companies' aggregated figures. i.e., the turnover of the companies will be added together, and the solvency ratio will be calculated based on the aggregated total equity and the aggregated total as-sets (e.g., (Applicant's total equity + supporting entity's total equity)/(Applicant's total assets + supporting entity's total assets)). If the Applicant relies on a Supporting Entity’s economic and financial capacity, the Supporting Entity will be requested a Declaration of Support to undertake that it will act as a guarantor for the Applicant to the benefit of the Contracting Entity if the Applicant is awarded the Contract, see Annex E (Declaration of Support).

      Documentation Requirement

      The Applicant is encouraged to fill out Section 1, Information about Applicant’s economic and financial capacity in Annex H (Answering Template) to the Tender Conditions. If Annex H is not used by the Applicant, the Applicant must confirm that the Applicant fulfils the minimum requirements by ticking “yes” in part IV of the eESPD. Even if Annex H is used, the Applicant is encouraged to tick “yes” in part IV of the eESPD, if the Applicant fulfils the minimum requirements. The Applicant’s answer in part IV of the eESPD and in Annex H serves as provisional documentation that the Applicant fulfils the minimum requirements unless otherwise stated in the Tender Conditions. Please note that unless otherwise stated in the Tender Conditions the Applicant will be requested to submit documentation at a later stage of the Tender Procedure that shows that the Applicant fulfils the minimum requirement(s). The Applicant’s latest signed and approved annual report showing fulfilment of the minimum requirement to turnover in the last financial year can serve as documentation.

      Documentation Requirement

      The Applicant can confirm fulfillment of the minimum requirement for experience by stating yes in section 2 of Annex H (Answering Template for prequalification) and uploading the reply at Ørsted’s Procurement Portal. If Annex H to the Tender Conditions is not used by the Applicant, the Applicant must confirm that the Applicant fulfils the minimum requirements by ticking “yes” in part IV of the eESPD. Even if Annex H is used, the Applicant is encouraged to tick “yes” in part IV of the eESPD, if the Applicant fulfils the minimum requirements. The Applicant’s answer in part IV of the eESPD and in Annex H serves as provisional documentation that the Applicant fulfils the minimum requirements unless otherwise stated in the Tender Conditions. Please note that unless otherwise stated in the Tender Conditions the Applicant will be requested to submit documentation at a later stage of the Tender Procedure that shows that the Applicant fulfils the minimum requirement(s). Submission of a reference list showing compliance with the minimum requirement for “experience” will be considered documentation of the minimum requirement for experience. If the Applicant has submitted references as part of the information under the selection criterion for “Experience”, cf. section 5.7 of the Tender Conditions, and these references show fulfilment of the minimum requirement for experience, then these references will be considered documentation for fulfilment of the minimum requirement for experience. If the references submitted as part of the information under the selection criterion for “Experience” does not show fulfilment of the minimum requirement for experience, then the Applicant will be requested to submit documentation at a later stage of the Tender Procedure that shows that the Applicant fulfils the minimum requirement for experience.

      The Applicant is encouraged to provide the following information for each reference about the Applicant’s experience with the services and equipment described in section 3.2.2 of the Tender Conditions. • Title of reference • Name of the reference customer • Name and mail address of contact at reference customer • Description of the reference customer, including industry • Location of the sites at which the Applicant delivered the services to the reference cus-tomer • Average contract value per year (preferably in DKK) • Contract duration, start date (month/year) and end date (month/year or ongoing) • Description of the services delivered to the customer within the contract. Please specify which services based on section 3.2.2 of the Tender Conditions No additional documentation for the selection criterion for experience will be required from the Applicant. However, the Contracting Entity reserves the right to contact the Applicant or relevant third parties for verification of the information stated in the description(s). The references are encouraged not to be more than 2.200 characters including spacing. A maximum of five (5) references can be submitted as information under the selection criterion “Experience”. If more references are submitted, only the five most recent references will be considered. The most recent references will be determined based on the start date. Assessment of experience The Applicant’s experience will be based on the information submitted in accordance with Section 5.7.1.1 in the Tender Conditions and will be an overall assessment of: Similarity to the Contract, cf. section 3.2.2 in the Tender Conditions, in particular the following elements (a) Delivery of services/equipment similar to the services/equipment listed in section 3.2.2 in the Tender Conditions to the highest possible degree (b) Simultaneously delivery of as many of the Services in scope as possible for the same customer, cf. section 3.2.2 in the Tender Conditions (c) Delivery of services/equipment, cf. section 3.2.2 in the Tender Conditions, to a customer equivalent to the Contracting Entity, based on the number of sites, location of the sites and number of employees (d) References with delivery of the services/equipment, cf. section 3.2.2 in the Tender Conditions, in multiple countries for the same customer (e) References equivalent to or larger in value than the scope of the Contract the Contracting Entity is tendering for Ambiguities and/or unclarity in the information in the references submitted may negatively affect the Contracting Entity’s assessment. The assessment of the Applicant's technical and professional ability will be based on the information regarding experience submitted in Annex H (Answering Template for prequalification), cf. section 5.6.3.2 in the Tender Conditions.
