Zalaegerszeg Megyei Jogú Város Önkormányzata víz- és szennyvízépítési munkálatokat igényel az Északi Ipari Parkban, Zala megyében, 180 napos időtartamra. A projekt magában foglalja a vízellátás és szennyvízelvezetés kivitelezését, beleértve egy 2x500 m³ össztérfogatú víztároló megvalósítását, valamint a meglévő kiviteli tervdokumentáció részleges felülvizsgálatát és módosítását, hogy lehetővé tegye az alternatív műszaki megoldások, például előregyártott vasbeton medenceszerkezetek alkalmazását. Az ajánlatokat az M/2. a) pont szerinti szakember többlet szakmai tapasztalata (15%), a jótállás időtartama a kötelezően előírt 36 hónapon felül (15%), az ajánlati ár (67%) és az opció ajánlati ára (3%) alapján értékelik. A pályázóknak rendelkezniük kell az utolsó három lezárt üzleti évben legalább 500 000 000 HUF árbevétellel vízilétesítmények tervezéséből és/vagy építéséből, továbbá az elmúlt 5 évben legalább egy 100 méter talpmélységű rétegvízkút létesítésére és egy legalább 100 m³-es víztároló vasbeton szerkezet, hozzá tartozó gépészeti rendszerrel történő építésére vonatkozó referenciával. Ezen felül a pályázóknak rendelkezniük kell legalább egy MV-VZ és egy MV-M kategóriájú felelős műszaki vezetői jogosultsággal rendelkező szakemberrel.

Ajánlatkérő a közbeszerzési eljárás során lehetőséget kíván biztosítani műszakilag egyenértékű, előregyártott vasbeton medenceszerkezetek alkalmazására is, amennyiben azok megfelelnek a vonatkozó műszaki, szilárdsági, vízzárósági és üzemeltetési követelményeknek. A fentiekre tekintettel indokolt a tervezési és kivitelezési feladatok együttes beszerzése, mivel az alternatív műszaki megoldások alkalmazása szükségessé teszi a meglévő kiviteli tervdokumentáció részbeni felülvizsgálatát, módosítását, valamint az alkalmazni kívánt technológiához igazodó kiviteli részlettervek elkészítését. A tervezési és kivitelezési feladatok egységes kezelésével biztosítható, hogy az ajánlattevők az általuk alkalmazni kívánt szerkezeti és technológiai megoldásokért teljes körű felelősséget vállaljanak, továbbá a tervezési és kivitelezési folyamatok megfelelően összehangoltan, hatékonyan és határidőben valósuljanak meg. According to Section 8 (1) of Government Decree 322/2015. (X.30.), economic operators established in Hungary must be registered in the national professional chamber (Hungarian Chamber of Engineers or Hungarian Chamber of Architects) competent for the subject of the design or engineering service related to the construction investment. Economic operators not established in Hungary must be registered in the register of their country of establishment, or possess the required permit, authorization, or organizational/chamber membership in their country of establishment. Failure to meet these requirements will result in the unsuitability of the tenderer. If successful, economic operators not established in Hungary must be registered in the national professional chamber (Hungarian Chamber of Engineers or Hungarian Chamber of Architects) competent for the engineering service related to the construction investment by the time the contract is concluded at the latest. The tenderer must declare acceptance of the above condition in its tender in a company-specific manner (Section 8 (2) of Government Decree 322/2015. (X.30.)).

The tenderer is unsuitable if its turnover from the subject of the public procurement (design and/or construction of water facilities), calculated without general sales tax, in the last three closed business years immediately preceding the date of publication of the call, does not reach a total of 500,000,000 HUF. If the tenderer does not have turnover data for the full last three closed business years preceding the date of publication of the call, the total net turnover from the start of its activity and from the subject of the public procurement must reach the prescribed amounts. If the tenderer does not have the document according to Section 19 (1) c) of Government Decree 321/2015. (X.30.) because it operates in a legal form for which the submission of a report or turnover declaration is not possible, it may prove its financial and economic suitability with any other declaration or document deemed appropriate by the Contracting Authority instead of the suitability requirement and proof method prescribed in connection with these points.
