10021316-Lot 1: Strengthening MSME Competitiveness, Market Access and Business Environment Reform in Benin

Benin's economy has experienced strong growth in recent years, with GDP growth estimated at around 6-7% annually. Nevertheless, this growth has not translated sufficiently into sustainable employment and income opportunities for the majority of the population. Micro, small and medium-sized enterprises (MSMEs), which represent more than 95% of registered businesses in Benin, continue to face major structural constraints limiting their competitiveness, productivity and job creation potential. These constraints include limited access to finance and markets, low levels of innovation and digitalisation, weak managerial and technical capacities, insufficient quality infrastructure, and a mismatch between labour market needs and available skills. The project "Employment-oriented promotion of the competitiveness of micro, small and medium-sized enterprises" (ProPME 2) aims to improve the competitiveness of MSMEs in selected sectors and regions in Benin with a strong employment impact. The project focuses particularly on enterprises operating in the agri-food sector, renewable energies, crafts and services, as well as on strengthening entrepreneurial ecosystems and labour market intermediation structures. Particular attention is given to women-led enterprises and young entrepreneurs. The project contributes to Benin"s National Development Plan 2018-2025, the national SME promotion strategy and the national employment promotion strategy. It is implemented as part of the wider programme "Improvement of income and employment situation in Benin", jointly supported by German Development Cooperation through GIZ and KfW. In addition, the project supports the implementation of the Alliance for Product Quality in Africa (AfPQ), a multi-actor initiative implemented by GIZ and PTB to improve product quality and market access under the African Continental Free Trade Area (AfCFTA). The module is structured around three main outputs: - Output 1 aims to strengthen the entrepreneurial, technical and market integration capacities of MSMEs through tailored training, coaching and quality management support. - Output 2 aims to improve the business environment and strengthen support institutions involved in MSME development, quality infrastructure and public-private dialogue. - Output 3 aims to improve labour market intermediation and the alignment between vocational training and the skills needs of MSMEs.

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH needs services for a 24-month project titled "Appui à la valorisation des potentiels territoriaux pour un développement local inclusif dans le nord du Togo". The project aims to support regional and local actors in Togo, specifically in the Kara and Savanes regions, to leverage social and economic potential for equitable and sustainable living conditions. This involves strengthening capacities of regional and local authorities, improving collaboration between public institutions, local authorities, civil society, and the private sector for inclusive and conflict-sensitive territorial development, and strengthening transparent, participatory, and accountable local public financial management. The assignment targets 38 municipalities through FCT and ANFCT, with a view to progressive replication across all 117 municipalities. Suppliers must have an average annual turnover of at least 1,000,000 EUR (net) for the last three years. Additionally, suppliers need to demonstrate at least 5 reference projects in "Reforms related to decentralization and good governance" with a minimum commission value of 250,000 EUR (net), including 2 projects in conflict and fragile contexts, and 3 projects that use performance evaluations and peer learning for capacity-building in central government ministries and local governments. Of these 5 reference projects, at least 3 must be from West Africa and/or Central Africa within the last 36 months.

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH needs services for the "Strengthening the socio-economic participation of women in Burkina Faso" (ProFemmes) project over 23 months. The project aims to improve the socio-economic participation of women in the Djôrô region and the commune of Fada N'Gourma in the Goulmou region of Burkina Faso. This involves strengthening entrepreneurial capacities of women-led MSMEs, cooperatives, and individual businesswomen, enhancing women's technical and financial capacities for income-generating activities, and improving socio-economic conditions for women's financial co-decision at the household level. Suppliers must have an average annual turnover of at least 2,000,000.00 EUR for the last three years. Qualification requirements include at least three reference projects in "socio-economic empowerment of women" and at least two reference projects in "entrepreneurial support for cooperatives and individual women entrepreneurs," with at least four of these references being in the West African region, all with a minimum commission value of 400,000.00 EUR and completed within the last 36 months.

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH needs services for the implementation of trade facilitation projects in Asia, Africa, and Eastern Europe, with a program duration from July 2024 to December 2027. The project aims to simplify, modernize, and harmonize export and import processes, increase efficiency, reduce customs clearance costs by digitizing processes, and support developing countries in representing their interests in the multilateral trading system. The overall objective is to equip governments, private actors, or non-governmental organizations in the Global South with improved instruments and competencies for the further development of the multilateral trading system for a Just Transition. To qualify, suppliers must have an average annual turnover of at least 1,800,000 EUR (net) for the last three years. They must also demonstrate technical and professional ability through at least 3 reference projects in trade facilitation and customs modernization, each with a minimum commission value of 300,000 EUR (net) and at least 300 short-term expert days, completed within the last 36 months. Additionally, at least 2 of these reference projects must have been in Least Developed Countries in Asia or Africa (UNCTAD list).

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH needs technical and organizational consulting services for 21 months to improve the coordination and promotion of decentralization in Mauritania. The project aims to strengthen democracy, the rule of law, transparency, and accountability within public institutions, focusing on improving public service delivery and dialogue between institutions and citizens. The services will address institutional shortcomings in the management, steering, and coordination of the decentralization process, and clarify the allocation of powers and responsibilities among different governance levels. The program also seeks to strengthen the capacities of public actors involved in local governance at the national level to effectively implement the National Strategy for Decentralization and Local Development (SNDDL). Qualification requirements include an average annual turnover of at least 2,500,000.00 EUR for the last three years, at least three reference projects in "communication on political reforms" and at least two reference projects in "decentralisation," with at least two of these references being in French-speaking sub-Saharan Africa, all with a minimum commission value of 500,000.00 EUR and completed within the last 36 months.
