Brief

FORSVARSMATERIELL needs IT security advisor services to contribute with competence in monitoring and mapping the security state of DRIV's established application portfolio, security audit, risk/vulnerability assessment, and propose and implement measures to improve the security condition, as well as assistance for the procurement, upgrades and implementation of security certifications for FIF applications on the Norwegian Armed Forces' secure platform. The services are to be delivered in Oslo. Lasius AS likely has a similar contract today. Qualification requirements include having three relevant reference projects from the last three years, a good quality management system (ISO 9001 certification is sufficient), and a documented environmental management system (ISO 14001, Miljøfyrtårn, or EMAS certification is sufficient).

The contracting authority shall enter into this agreement on behalf of Cyber Defence ́s IT Department (CIT) DRIV. The aim of this procurement is to fill the role of consultant in ICT security in the enabling team "Professional Applications". The Consultant shall contribute with competence in monitoring and mapping the security state of DRIV ́s established application portfolio, security audit, risk/vulnerability assessment, and propose and implement measures to improve the security condition. In addition, the consultant shall provide assistance for the procurement, upgrades and implementation of security certifications for FIF applications on the Norwegian Armed Forces ́ secure platform. The role can involve cooperation with any other departments and/or projects in the Norwegian Armed Forces.Hovedtrekkene i prosedyrenThis procurement will be made in accordance with the Act from 17 June 2016 no. 73 on public procurements (the Public Procurement Act - LOA) and the regulations 12 August 2016 no. 974 on public procurements (procurement regulations - FOA). The procurement will be carried out in accordance with the 'open tender contest' procedure in accordance with PPR § 13-1 first section. This procedure gives all interested tenderers the opportunity to submit tender offers. Negotiations are not allowed in this competition. Tenders cannot, therefore, be changed after the tender deadline has expired.
