INNOVASJON NORGE needs services for annual estimations and further development of methods connected to the effect indicators in Innovasjon Norge's system for performance management and performance management (MRS) for 2 years, with an estimated annual value of 900,000 NOK and a maximum total value of 4 million NOK. The services involve economic analysis and statistics to prepare annual estimates for specified effect indicators, as well as further development of methods and use of these estimates, with a focus on socio-economic effects based on registry data and quasi-experimental design, specifically using Matched Difference-in-Differences (MDiD). Oslo Economics AS currently has a similar contract.

Innovation Norway wants to enter into a framework agreement with a supplier of economic analysis and statistics in order to prepare the annual estimates for the effect indicators in Innovation Norway ́s target and performance management system (MRS). The estimates will be published in the annual report to Innovasjon Norge ́s owners and contracting authorities. The procurement shall cover Innovation Norway ́s need to prepare annual estimates for specified effect indicators in Innovasjon Norge's target and performance management system (MRS), as well as further development of methods and use of the estimates. See Annex 1 Goal and Result Management System, Innovation Norway dated 14 March 2013. The MRS system ́s effect indicators were operationalised by Statistics Norway (SSB) in 2014-2015.[2] The cooperation with Statistics Norway was concluded in 2018. Since 2018, Socio-economic analysis AS and now Oslo Economics AS have been suppliers. It is important to have independent assessments of the effects of the services of business. There is a need for assistance from an independent, competent professional environment with research competence. The aim of the effect analyses is to try to measure the socio-economic effect based on registry data and quasi-experimental design, in line with the Directorate for Management and Financial Management (DFØ) guidelines for performance management and performance management. Matched Difference-in-Differences (MDiD) has been used in the annual reports since 2015. SSB developed the analysis setup in STATA in 2015. Socio-economic analysis AS and Oslo Economics AS have used this set-up and the new supplier will get it from Oslo Economics AS. It will be possible to publish results from the project. Such publication cannot, however, contain information that is confidential in accordance with the Act on Innovation Norway §27 and the attached confidentiality statement.Hovedtrekkene i prosedyrenThe estimated annual value of the contract is NOK 900,000 (excluding VAT). The maximum value of the contract is NOK 4 million (excluding VAT). When the maximum value has been reached, the framework agreement has expired its effect. The contract is also subject to budget changes and the company ́s priorities being affected by the implementation of the competition and the contractual relationship. Another tenderer can be used if the contracting authority needs it.
