Leverandøren skal ha dokumentert erfaring innen relevante felt og dokumentert evne til å kommunisere og visualisere komplekse problemstillinger. En viktig faktor er også autoriteten konsulenten(e) kan gi sluttproduktet. Forståelse for nordisk samarbeid og ett av de skandinaviske språkene (dansk, norsk eller svensk) er en fordel.
