    Gas Networks Ireland needs Engineering, Procurement, Construction (EPC) works and services (Lot 1) and Operation and Maintenance (O&M) services (Lot 2) for the Strategic Gas Emergency Reserve (SGER). Lot 1 involves engineering, procurement, and construction of infrastructure assets including the jetty, trestle, topside structures, pipelines, above ground installation (AGI), integration with FSRU, onshore terminal systems, and related utilities. Lot 2 covers operation and maintenance services for these assets. The Lot 2 contractor will be novated to the Lot 1 contractor for the EPC, commissioning, and defects correction periods, followed by an initial three-year O&M period and a further O&M period of up to five years. Applicants can apply for one or both lots.

      Gas Networks Ireland (GNI) is establishing a Qualification System for the provision of Engineering, Procurement, Construction (EPC) works and services (Lot 1) and Operation and Maintenance (O&M) services (Lot 2) for the Strategic Gas Emergency Reserve (SGER). Lot 1 is for the engineering, procurement, and construction works and services to complete infrastructure assets including but not limited the jetty, trestle, topside structures, pipelines, above ground installation (AGI), integration with FSRU, onshore terminal systems, related ancillary and enabling utilities to site and the management of nominated subcontractor(s). Lot 2 is for operation and maintenance services in relation to jetty, trestle, topside structures, pipelines, integration with FSRU, onshore terminal systems that may be required from time to time to facilitate the operation of the SGER. The Lot 2 contractor will be novated to the Lot 1 contractor for the duration of the EPC period, commissioning and defects correction period, with a subsequent three-year operation and maintenance period commencing from completion of commissioning. A further O&M period of up to five years is anticipated following completion of the initial period. Applicants may apply for and qualify in one or more Lots. GNI has immediate requirements which may be tendered in the near future, through an Initial Competition. Applicants who are interested in participating in the Initial Competition must submit their QSQ responses through the eTenders system by 12.00hrs (Irish time) 18th September 2026, unless amended.

      The objective of this QSQ is to qualify Applicants onto the Qualification System for provision of Economic, Regulatory and Financial Affairs – see Appendix 1 for more details regarding the requirement. Admission to the Qualification System is subject to Applicants meeting the minimum requirements. The details of how the Qualification System will operate are set out in Appendix 2 (Operation of the Qualification System). Applicants should note that from time to time over the term of the Qualification System, the Contracting Entity, at its sole discretion but without altering the overall nature of the Qualification System, may modify the Qualification System to reflect changes in its requirements. In addition, the Contracting Entity reserves the right to add additional lots to the Qualification System.       Gas Networks Ireland needs services for the provision, long-term charter, operation, and maintenance of a Floating Storage and Regasification Unit (FSRU) to support Ireland’s Strategic Gas Emergency Reserve. The FSRU must be capable of delivering up to approximately 416 MMSCF/day of natural gas, with readiness to move from standby to full send out within 24 hours, and meeting Irish gas transmission system gas quality specifications and odorisation requirements, including delivery at pipeline entry pressures up to circa 85 barg and receipt of LNG via side-by-side ship-to-ship transfer. The FSRU will predominantly operate on standby, with periodic operation for assurance and maintenance. The successful contractor(s) may also be required to provide and/or coordinate ancillary services such as catering, crew logistics, waste handling, fender management, and utilities support. This is a qualification system with two lots: Lot 1 for long-term strategic gas emergency reserve services and Lot 2 for short-term services using an FSRU as a bridging vessel. Price and quality are award criteria, with further details in the procurement documents.
