Conditions to be fulfilled by economic operators in view of their qualification: The candidate may not be in one of the situations referred to in articles 67 up to and including 69 of the Public Procurement Act. This includes the mandatory exclusion grounds, the grounds for exclusion in connection with tax and social debts, and the optional exclusion grounds. If a mandatory or optional exclusion ground applies to the candidate, the candidate may prove that the corrective measures that he has taken are sufficient to demonstrate his reliability despite the applicable ground for exclusion. If the contracting authority considers this proof to be sufficient, the candidate will not be excluded from the procurement procedure. This provision applies individually to the candidate / participants who together submit a request to participate as well as to entities on whose capacity the candidate invokes with a view to meeting the qualitative selection requirements. The mandatory exclusion grounds also apply to persons who are members of the administrative, management or supervisory body of the candidate or who have representation, decision-making or supervisory authority. Methods according to which each of those conditions will be verified: The candidate submits a FULLY completed and signed European Single Procurement Document (ESPD) as a declaration that no exclusion ground applies to him. The candidate will state any corrective measures on this ESPD. The candidate must, however, prove any corrective measures by adding written documents to the request for participation. Conditions to be fulfilled by economic operators in view of their qualification: The candidate for this assignment must be recognized as an insurance company by the FSMA/NBB as a “company authorized to take out the relevant insurance” if it has an establishment in Belgium, or be recognized by the supervisory body of his country if he only has establishments in other Member States of the European Union or European Economic Area. Candidatures via agents and/or brokers will not be accepted. Methods according to which each of those conditions will be verified: The candidate complete and sign the Submission form - declaration on honor. Conditions to be fulfilled by economic operators in view of their qualification: The candidate proves his financial and economic capacity on the basis of a declaration on honor that he at least has the following rating: - A- (Standard & Poor’s) or - A (A.M. Best) or - A-(Fitch) or - A3 (Moody’ s) or - A similar financial strength substantiated by sufficient financial documents. Methods according to which each of those conditions will be verified: The candidate complete and sign the Submission form - declaration on honor. Conditions to be fulfilled by economic operators in view of their qualification: The candidate proves his capacity to provide documents and service in Dutch, French or English. Methods according to which each of those conditions will be verified: The candidate complete and sign the Submission form - declaration on honor. The candidates must sign the Self Declaration Sanctions against Russia (in the submission form- declaration on honor) to be eligible for consideration in this selection candidate process.
