    Det Kgl. Bibliotek needs digitization services for 1590 reel-to-reel logging tapes, with an estimated value of €100,000 / DKK 750,000. The task involves digitizing 1365 half-inch tapes (8-hour, low speed, 4-track mono) and 225 quarter-inch tapes (24-hour, ultra-low speed, 4-track mono), most of which are 3600 feet on 7-inch reels. Prior to digitization, tapes must be inspected (visually and sound-wise), and appropriate action (e.g., baking, repair) must be taken and documented. The preservation file format must be uncompressed BWF – 24 bit/96kHz, delivered as .wav files, using RF64 when necessary. Metadata must be delivered in a Premis 3.0 XML file with an embedded PBCore 2.1 section generated by MediaInfoLib v19.07 or higher, including all process events. Embedded metadata in the BWF file must follow the Guideline for Federal Agency Use of Broadcast WAVE Files. Replay machines must adhere to IASA-TC04 – section 5.4.4 specifications. Deliveries must be in structured batches with a delivery report and an MD5 checksum file. The procurement has two phases: a selection phase and a tendering phase. Applicants must demonstrate experience with similar tasks by submitting a minimum of 3 references from the last 6 years. If more than 3 applicants meet the suitability requirements, the top 3 most relevant references will be selected, with preference given to references similar to the procurement and delivered to customers similar to the Royal Danish Library.       The estimated price for the task is € 100.000 / DKK 750.000. Below is an explanation of the task and some of the requirements from the requirement specification. The digitisation task consists of 1590 reel-to-reel logging tapes distributed on two different collections: 1365 tapes: 8 hour ½ inch logging tapes in low speed (1 7/8 ips) 4 track mono recorded in the same direction 225 tapes: 24 hour ¼ inch logging tapes in ultra-low speed (15/32 ips) 4 track mono recorded in the same direction Most of the tapes are 3600 feet on 7 inch reels Prior to the digitisation the tapes must be inspected both visually and sound-wise. Appropriate action must be taken (i.e. baking, repair etc.) and all findings must be documented in the accompanying metadata. The preservation file format must be uncompressed BWF – 24 bit/96kHz - and delivered with the filename extension “.wav” and use - when necessary - 64 bit wav compatible according to RF64 (https://en.wikipedia.org/wiki/RF64 ) specified by the European Broadcasting Union. Metadata must be delivered in a Premis 3.0 xml file, with an embedded PBCore 2.1 section with technical metadata. PBCore must be generated by the software mediaInfo, using MediaInfoLib – v19.07 or higher. The metadata must include all events during the process. Embedded metadata in the BWF file must follow the Guideline for Federal Agency Use of Broadcast WAVE Files see www.digitizationguidelines.gov/audio-visual/documents/Embed_Guideline_20120423.pdf The replay machines used must follow the specifications mentioned in the IASA-TC04 – section 5.4.4 Delivery must be in structured batches and include a delivery report for all digitisations in the batch as well as a md5 checksum file. Delivery of as many digitisations as possible in 2026 will be weighted as a positive feature in the tendering phase.Main features of the procedureThe proceudre is divided into two phases: a selection phase and a tendering phase. In the first phase (selection phase), interested operators are invited to submit an application to participate by using the application form provided by the contracting authority. The contracting authority will assess the applicants' compliance with the minimum requirements for participation and will select the applicants who will be invited to submit a tender. The application phase is further described in the application conditions. In order to be suitable to submit a request to participate, the applicant must demonstrate experience with tasks similar to the subject matter of this advertisement by submitting minimum 3 references for similar deliveries performed within the last 6 years (further described in the application conditions). If the number of the applicants fulfilling the suitability requirement exceeds 3, the contracting authority will select 3 candidates to submit tender based on the submitted references. The three applicants which has submitted the most relevant references will be selected. In the selection process it will be granted positive evaluation that the applicant's references in total are: - as similar to the procurement in question as possible, - are delivered to customers as similar to the Royal Danish Library as possible. In the second phase (the tendering phase), the selected applicants will be invited to submit a tender in accordance with the requirements set out in the tender conditions which will be provided to the selected candidates by the contracting authority.
