From the notice
Tampere University (thereinafter also "TAU" or "Contracting Authority" calls for tenders for an Anechoic Radio Frequency (RF) Chamber for Hervanta Campus' Sähkötalo. The procurement concerns an Anechoic RF Chamer (hereinafter referred to as "Chamber") for wireless communication technology, to be integrated into the WICO research environment and primarily used by the Tampere Wireless Research Center. The facility will be used for conducting Over-The-Air (OTA) antenna measurements, supporting advanced research and experimental validation in wireless communications. The chamber will enable research on current and future wireless systems and will further strengthen the existing high-level research in the field. The object of the tender process is described in more detail in the invitation to tender documents. A dedicated space has been allocated for both the chamber and an adjacent control room. Detailed layouts and spatial specifications are provided in the appendices to this tender. In addition, a separate appendix outlines the existing measurement equipment that will be installed and utilized within the new chamber. The chamber will be constructed within the Sähkötalo building, in the F-wing. The chamber is effectively located at the ground-floor level, allowing convenient access through large doors. This facilitates the transportation and installation of sizeable chamber components and measurement equipment. The selected supplier will be required to conduct a site survey promptly after contract signing. The purpose of the survey is to verify all relevant dimensions, environmental conditions, and technical details necessary for the design and installation of the chamber. Access to the site during the renovation phase will require coordination with the main construction contractor (details are provided after the contract has been signed). It is expected that participation in a mandatory construction site safety training (approximately one hour) will be required prior to site access. At the time of issuing this tender, the specified area within Sähkötalo is undergoing renovation. The renovation is scheduled for completion by the end of April 2027. Consequently, construction of the anechoic chamber is expected to commence at the beginning May 2027, subject to the completion of renovation works and in the absence of unforeseen delays. The anticipated construction period for the chamber is during spring-summer 2027.Main features of the procedureThe procurement is conducted in accordance with the Act on Public Procurement and Concession Contracts (1397/2016, the “Procurement Act”). The procurement exceeds the European Union threshold value referred to in section 26(1)(2) of the Procurement Act. The procurement procedure applied is a procedure modelled on the open procedure under section 32 of the Procurement Act, in which the contracting authority publishes a contract notice and places the call for tenders available, on the basis of which all interested suppliers may submit a tender. PROCESSING TENDERS The procedure is as follows: Contracting Authority will 1. open the tenders 2. verify the answers given to the suitability requirements 3. verify the tender compliance with the Call for Tenders 4. conduct the tender comparison 5. request the winning tenderer to submit reports and other documents related to the suitability requirements 6. make the procurement decision 7. sign the contract with the chosen tenderer of the lot. In procurement exceeding the EU threshold, the contract may be concluded no sooner than fourteen (14) days after the candidate or tenderer has received or is deemed to have received notice of the decision and instructions for appeal (standstill period). LANGUAGE OF THE COMPETITIVE TENDERING PROCESS The procurement documents are available in English. If the tenderer needs the documents in another language, it is the tenderer's responsibility to translate the documents and cover the cost of translation. Tenders can be given in English or Finnish. PARALLEL TENDERS Variant or parallel tenders are not accepted. In case the tenderer is a consortium or the tenderer uses subcontractors to fulfill any of the suitability criteria, not only the tenderer but all the members of the consortium and/or all subcontractors, whose resources are used to fulfill any of the suitability criteria, shall fill in the European Single Procurement Document (ESPD) as well. Cloudia Supplier Portal will not allow to send tender until all members of the consortium and subcontractors have returned the ESPD forms to the Portal. The tenderer must ensure to have sufficient time for the process before the deadline for submitting a tender.
