About the bid

The Finnish Border Guard (later Contracting authority, Buyer) requested tenders for AS332 Component maintenance services in accordance with the terms set in the Call for Tenders and it's appendices. The subject of the procurement was to provide maintenance services for removed components due to overhaul, scheduled inspection, defect rectification or repair, as described in the AS332 Master Servicing Manual and Airworthiness Limitation Section. The procurement was divided into two lots based on the function of the components. These lots consisted of: 1.) Overhaul for Main&tail Rotor Servo Actuator, P/N SC7202, SC7203-1 and SC7251, interval 3000 FH or 20 years 2.) Overhaul for Hydraulic Pump, P/N C24160045-1, C24160045-100, C24160045-200, C24160046-1, C24160046-100 & C24160046-200, interval 3000 FH Estimated quantities of components being serviced were presented in the description of each lot. Each of the lots had unforeseen and unscheduled repair, maintenance and modification services during the contract period as an option.Main features of the procedureThe contract will be awarded through an open procedure and is subject to Finland's Act on Public Procurement and Concession Contracts (1397/2016). The contract value is estimated to exceed the EU threshold value. A contract notice has been published in the Finnish contract notice portal HILMA (www.hankintailmoitukset.fi). The evaluation and comparison of the tenders will progress in the following three steps: 1. Evaluation of the suitability of the tenderers 2. Verification that the tenders fulfill the requirements of the Call for tenders 3. Comparison of tenders that fulfill the requirements of the Call for tenders. Following the comparison of the tenders, the Contracting Authority will proceed with the following steps: 4) The contract award decision 5) Verification that the suitability criteria (including checking the criminal records) are met for the selected tenderer's part 6) Procurement contract The Contracting Authority may wholly or partially cancel the procurement procedure for a justified reason. The word SHALL in this Call for tenders expresses a mandatory requirement of the specification. Deviation from such a requirement is not permitted.
