    • Description Background: Kenya has been a host country for asylum seekers and refugees from the region for decades. The Inclusive Refugee Response Programme (IRRP) is a Danish-funded initiative that supports the Government of Kenya’s implementation of the Refugee Act (2021) and the Shirika Plan. The programme promotes government-led, inclusive service delivery within health, water and education, while strengthening self-reliance among refugees and host community. The programme is implemented in partnership with the so-called “Alliance”, comprising the Danish Ministry of Foreign Affairs and the Novo Nordisk Foundation, LEGO Foundation and Grundfos Foundation. The philanthropic foundations fund separate programmes that align under the overall vision of the IRRP. Together, the alliance contributes to more than DKK 700 million for phase 1 one the programme (2023-2027). A second phase of IRRP is planned for implementation during 2027-2030. Objective: The objective of the formulation is to provide a draft programme document for IRRP2, including the overall programme document as well as required annexes pr. the Danish aid management guidelines. There are two options for the scope of the task. Under option 1, only MFA funds will be programmed, while under option 2, consultants will need to deliver a joint Alliance programme document that programmes both MFA and philanthropic funds. Scope of work: The tasks will include a review of relevant documents and studies, engagement with relevant stakeholders, including GoK at national and local levels (in particular in Lodwar and Kakuma, Turkana County), UN and NGO partners, and drafting of relevant documents. Specific tasks include but are not limited to: For option 1: - Review of relevant documents provided by the Embassy, including relevant Alliance documents, IRRP-1 programme and project documents and project documents of the foundation projects, the report of the mid-term review of the IRRP, studies produced under the IRRP, as well as relevant GoK policies and plans, such as the Refugee Act 2021, the Shirika Plan and KISEDP II and GISEDP. - Engagements with relevant Government actors, in particular GoK at the national, county and municipal level, - Engagements with relevant UN and NGO actors - Field visit to Kakuma and Dadaab - Regular consultation with the Alliance - Potentially a co-creation or validation workshop on programme design for relevant stakeholders - Drafting of programme document covering 300 mill DKK in MFA funds and annexes in line with Danida aid management guidelines and guidance from the Alliance For option 2 (additional to the tasks listed under option 1): - Programming additional philanthropic funding from the foundations and integrating it into the programme design developed under option 1, thus delivering a joint programme document for the Alliance - Developing an outline of potential IRRP engagements in relevant host countries in the East African region, incl. engagement with Danish embassies, as well as with government and other key partners in the region Methodology: The assignment will be performed through both desk work, virtual and physical meetings, and field visits. The work will be conducted in close consultation with the Royal Danish Embassy in Kenya and the wider Alliance. Team composition: The Embassy expects a team size of minimum two (one team leader + one expert) and a maximum team size of 4 (one team leader + three experts). The team should have experience undertaking similar assignments formulating humanitarian and development programmes and be well versed in the fields of displacement/refugee management, public service provision, in particular within education, water and health, and self-reliance programming – preferably in Kenya or the region. Timing: The work is expected to commence in February 2026 and be completed no later than December 2026. The draft Programme Document is expected to be delivered in end April and the final Programme Document in August 2026. Budget: For option 1, the total budget for the assignment incl. fees and reimbursable expenses net of VAT is a maximum of 700,000.00 DKK. For option 2, the total budget for the assignment incl. fees and reimbursable expenses net of VAT is a maximum of 800,000.00 DKK, i.e. an additional 100,000.00 DKK net of VAT would be added to the value of the contract should option 2 be decided upon.
