Elenia Oy is planning to procure distribution automation equipment for remote controlled disconnector stations in Elenia’s electricity distribution network area in Finland. Elenia is procuring automation equipment both for new compact secondary substations and for modernising existing compact secondary substations and existing overhead disconnector stations. Disconnector stations are in medium voltage distribution network. The procurement is planned to be carried out in two separate LOTs. Each participating supplier can take part in either one or both LOTs. Needed automation equipment in each disconnector station consist of at least - a remote terminal unit (RTU) with power supply + including fault passage indication (FPI) and sensors (which may include current, voltage, VDS sensor) for FPI - LOT1 - a cellular router - LOT2 In addition, Elenia is planning to procure - Management systems for RTUs + support agreements for management systems and RTUs - LOT1 - Management system for routers + support agreements for management systems and routers - LOT2 Estimated maximum amount of equipment to be procured is 3 200 RTUs and 3 200 routers, between 2027-2033. TIMETABLE FOR PROCUREMENT PROCEDURE The preliminary timetable for the procurement is January 2026 – September 2026. This estimate does not bind the contracting entity. The contracting entity is not committed to initiating a procurement procedure as a result of this prior information notice. Participation in the market survey does not create any obligation for suppliers. Suppliers will not receive any advantage for participating in this survey. PARTICIPATION If they so wish, suppliers can submit their brochures by no later than 30 November 2025. Materials should be sent to: anniina.parviainen@elenia.fi. The contracting entity reserves the right to request additional information about products or services from suppliers who have submitted brochures. For clarity, we confirm that all information currently available regarding this procurement is included in this notice. No additional information will be published before the release of the procurement notice. Information provided by suppliers will be treated confidentially.

      ESB proposes to establish a qualification system under a negotiated procedure for the at scale EPC delivery of 110 kV, 220 kV and 400 kV HV Substations and Substation Programmes. It is envisaged that a significant number of DSO and TSO GIS Substations will be constructed during the period 2026 - 2035 and will be delivered via this procurement process as outlined in Section A Information Memorandum, attached to this publication. Substations procured under this Qualification System will include for a full end to end scope of delivery which may include in some cases site acquisition and achievement of planning permission on behalf of the Contracting Entity. The scope of substation projects under this Qualification System may include a requirement for the inclusion of additional technologies including but not limited to STATCOMS and series compensators. The First Procurement under the Qualification System is envisaged to be: • Framework for PR6 Capacity at scale EPC delivery of 110 kV and/or 110 kV to /38 kV/MV Substations and Substation Programmes. Economic Operators who wish to participate in this qualification system process should submit a response as set out in the Section A Information Memorandum document. While applications may be made to join the Qualification System at any time, those interested in being considered for the Initial Framework (the “First Procurement”) under this Qualification System should submit a completed QSQ response on or before 1200 hrs (local time) on Friday 27th June 2025 (the “First Procurement Closing Date”).
