• Minimum turnover from cleaning services

  Description

  The tenderer's turnover from cleaning services, calculated without VAT, for the previous maximum of three closed business years, must be at least 80,000,000 HUF. In the case of joint tenderers, they may jointly meet the requirements.

  Documentation Requirement

  The tenderer must provide a statement of turnover from cleaning services for the previous maximum of three closed business years, calculated without VAT, depending on when the tenderer was established or started its activity, if this data is available. If the tenderer does not have such a document because it operates in a legal form where the submission of an annual report or a statement of turnover is not possible, it may prove its financial and economic standing with any other statement or document deemed appropriate by the contracting authority. The European Single Procurement Document (ESPD) must be completed in the Electronic Public Procurement System (EKR) in the form of an electronic form to certify compliance with the requirement. The contracting authority accepts the declaration made in the ESPD as preliminary proof that the tenderer meets the prescribed eligibility requirement.

• No payment arrears

  Description

  The tenderer is ineligible if, according to statements from financial institutions, any of its payment accounts have had a queue exceeding 15 calendar days in the 24 months preceding the date of publication of the call for tenders. In the case of joint tenderers, it is sufficient if one of them meets the requirement.

  Documentation Requirement

  The tenderer (or any joint tenderer in the case of a joint tender) must attach a statement from its financial institution(s) for all payment accounts held in the 24 months preceding the date of publication of this call, depending on when the tenderer was established or started its activity, if this data is available, with the following minimum content: the number(s) of the payment account(s); the opening date(s) of the payment account(s); whether a queue exceeding 15 calendar days, as defined in Section 2, Point 25 of Act LXXXV of 2009 on the provision of payment services, occurred in its payment account(s) in the 24 months preceding the date of publication of the call (the contracting authority also accepts the term 'queue'). The contracting authority draws attention to the fact that statements from financial institutions must also be attached for accounts that may have been closed during the period under review. However, for account numbers that no longer exist on the date of publication of the call for tenders, the statement from the financial institution does not have to be older than the date of publication of the call for tenders; the contracting authority accepts a certificate issued on or after the date of closure as appropriate. The contracting authority draws attention to the fact that the date of publication of the call for tenders always refers to the date appearing in the notice published in the Official Journal of the European Union (TED). The European Single Procurement Document (ESPD) must be completed in the Electronic Public Procurement System (EKR) in the form of an electronic form to certify compliance with the requirement. The contracting authority accepts the declaration made in the ESPD as preliminary proof that the tenderer meets the prescribed eligibility requirement.

• Reference projects

  Description

  The tenderer must have a reference for building cleaning services performed continuously (without interruption every day of the year) for at least 9 months in a residential institution with a useful floor area of at least 8,290 m2, which also included disinfection, mite extermination, and cleaning of wheelchairs. The reference must have been completed in the three years preceding the date of publication of the call for tenders, but started no more than six years ago. The term 'residential institution' refers to social institutions providing specialized care for long-term residents. In the case of joint tenderers, they may jointly meet the requirements.

  Documentation Requirement

  A description of the services completed in the three years (36 months) preceding the date of publication of the call for tenders, and started no more than six years ago, must be provided, including: the start and end date of the performance (year/month/day accuracy); the other party to the contract (name and address); the subject and quantity of the service (in sufficient detail to clearly determine compliance with the minimum requirements); a statement whether the performance was carried out in accordance with the regulations and the contract (if the performance was not in accordance with the contract, the reason and extent of the deviation must be described in the certificate or statement, and in the event of a breach of contract by the economic operator, whether the economic operator's liability for the breach of contract exists); in the case of a service performed as a joint tenderer and indivisible performance, the proportion (%) of participation in the consideration (the provisions of Section 22 of Government Decree 321/2015 (X. 30.) are applicable). The contracting authority also accepts proof of the fulfillment of the reference requirement if the result or activity was realized as a partial performance of the contract. • Average annual workforce and management staff

  Description

  The tenderer must have an average annual statistical staff of at least 3 people and at least 1 management staff member for the previous two years. In the case of joint tenderers, they may jointly meet the requirements.
