From the notice
This is a call for market dialogue. This is not an advance notice, a procurement notice or a call for tenders, and the publication of the announcement shall not start a tendering process. The City of Helsinki is organizing a market dialogue with the aim of ensuring the feasibility of the upcoming framework agreement for artificial turf coatings through discussions with potential bidders. The current framework agreement for artificial turf surfaces for 2025–2026 will expire on 31 December 2026. The market dialogue is organized in two stages: - The market dialogue will be initiated with a joint information session on November 17, 2026, where the client will present the upcoming procurement to potential service providers and answer any questions. In addition, service providers are expected to present their own perspectives. - Following the joint information session, the contracting authority will send a questionnaire to the companies that have attended the session or registered to participate. These companies are invited to submit their responses. The information session will be held using the Teams application on November 17, 2026 at 12.00 – 13.00. (UTC +2) Registration (participants' names and email addresses) for the joint information session is requested by email to kymp.infrahankinnat@hel.fi by November 13, 2026 at 16:00 (UTC +3) at the latest. Please title the email: "Artificial turf coatings framework agreement 2025-2026, market dialogue." During the session, a general level dialogue will be conducted about the subject of the framework agreement and its definition, and an effort will be made to gather sufficient information for the procurement preparation regarding the extent of the market and the service providers' interest in participating in the procurement. The aim is to receive constructive proposals from the bidders for the final preparation of the procurement, such as the options for artificial turf coatings available on the market. The future framework agreement is related to the renovation projects of the artificial turf fields of the city of Helsinki, which will be implemented in 2027 and 2028. The estimated need for new artificial turf surfaces is 40,000–50,000 m2 per year during the contract period. The framework agreement includes the delivery of artificial turf coatings with installation in accordance with the framework contract procurement notice to be published later. The goal of the project is to clarify the selection and procurement of artificial grass coatings for future construction projects of artificial turf fields, considering: - The artificial grass coating must comply with the EU regulation on the prohibition of the use of microplastics - Diverse range of product selection for different purposes and levels of use, making it easier to choose a coating for each sport field - Clarifying and speeding up the procurement of artificial turf coatings - Cost effectiveness and future volume - To support the football clubs operating in the city of Helsinki to find new artificial turf products to replace rubber infill artificial turf. Participation in the event does not bind the participant to any possible tenders or contracts. The market dialogue does not bind the city of Helsinki to implement the procurement or to start the bidding process. The market dialogue does not bind the participating suppliers to make an offer, and on the other hand, not participating in the market dialogue has no effect in a participation to a possible tender. Suppliers are not compensated for participating in the market dialogue.
