Brief
Onderhavige opdracht heeft betrekking op de inzameling, de ophaling, de verwerking en de upcycling van het door Actiris geproduceerde afval binnen een context van duurzame ontwikkeling en socioprofessionele inschakeling. Het voorwerp van de opdracht past immers binnen het kader van duurzame ontwikkeling. De labels die in dit bestek worden opgenomen, zijn niet vereist, maar worden als gunningscriterium gevaloriseerd. Dit gunningscriterium beantwoordt aan artikel 54 van de wet van 17 juni 2016 betreffende de overheidsopdrachten. In toepassing van artikel 87 van de wet van 17 juni 2016 inzake overheidsopdrachten verbindt de opdrachtnemer zich er bovendien toe, in het kader van de uitvoering van de opdracht, acties te ondernemen voor de socioprofessionele inschakeling van werkzoekenden (zie punt 1.6. van deel C Technische voorschriften ).
