Alle tilbydere som ønsker å levere et tilbud, må sende inn en anmodning om deltakelse ved å levere det europeiske egenerklæringsskjemaet (ESPD) i samsvar med fristene fastsatt i anskaffelsesdokumentene. Tilbyderen må erklære om tilbyderen er omfattet av utelukkelsesgrunnene oppført i ESPD. For å oppfylle egnethetskriteriet «Registrering i foretaksregister» i ESPD, må alle tilbydere opprettholde tillatelse til å tegne forsikringsrisiko som spesifisert i denne anbudet av den danske finanstilsynet (FSA).
