The City of Lahti intends to procure a comprehensive Participation Platform (Digital Participation Platform) delivered as a SaaS service, suitable for use across the entire municipal organization. The procurement will include system delivery, continuous support and maintenance, further development, and any additional expert services required for the deployment and ongoing use of the platform. A more detailed description of the subject matter of the procurement, including optional services, is provided in Annex 1 "Description of the Procurement Digital Participation Platform" Optional services are priced separately in Annex 3 "Pricing", are not included in the comparison price of tenders, and may be ordered by the City of Lahti during the contract period. The procurement has not been divided into lots, as the contracting authority considers that the works included in the procurement constitute a single whole, the division of which into separate lots would be inappropriate for technical and economic reasons (Act on Public Procurement and Concession Contracts 1397/2016, Section 75). The tender shall be submitted in English. Official communication between the contracting authority and the tenderer will take place in Finnish or English. The contracting authority will not pay any remuneration or compensation for the preparation of the tender.Hovedtrekkene i prosedyrenPROCESSING OF TENDERS Before comparing the tenders, the contracting authority will assess whether the tenderers meet the suitability requirements set out in the Invitation to Tender. The preliminary assessment of the tenderers’ suitability will be carried out based on the information provided in the tender and any clarifications that may be requested from the tenderers. A tenderer who does not meet the required suitability criteria will be excluded from the tendering process. A tenderer subject to an exclusion ground under Section 80 of the Public Procurement Act will be excluded from the tendering process. A tenderer may also be excluded from the tendering process based on other exclusion grounds referred to in Section 81 of the Public Procurement Act. The contracting authority will verify the information provided in the ESPD through official registers or, if necessary, request the tenderer(s) to provide documents demonstrating compliance with the suitability requirements. In addition, the tenderer(s) will be required to submit criminal record extracts to verify the mandatory exclusion grounds mentioned above. The services offered must comply with the requirements set out in the Invitation to Tender and its annexes. The tenderer must respond to all questions and attach all requested documents to the tender. Tenders that do not comply with the requirements of the Invitation to Tender or the tendering procedure will be excluded from the tendering process. The comparison of tenders will be carried out as described in the sections “Procurement object criteria” and “Grounds for decision”. If the information or documents included in the tender are incomplete or missing, the contracting authority has the right, but not the obligation, to request the tenderer to clarify or supplement the information or documents within a deadline set by the contracting authority. The contracting authority has the right to request clarification from a tenderer regarding an abnormally low tender. A tender may be rejected if the explanation provided by the tenderer and the evidence submitted do not satisfactorily justify the low level of the offered prices or costs. The offered prices must correspond to normal market price levels. Intentional price manipulation (“price dumping”) is prohibited and may result in the exclusion of the tender from the competition. The contracting authority reserves the right to without delay if the procurement is cancelled. Substantially incomplete tenders will be rejected. The contracting authority may, at its discretion, request clarifications from the tenderer before rejecting a tender.
