Brief

HAUS kehittämiskeskus Oy needs a Central Asia-based local coordinator for approximately 1 year, with a maximum total contract value of EUR 60,000, to establish and support the operation of the Digital Investment Facility under the EU-funded Connectivity for Central Asia programme. Working from a home-based duty station in Central Asia, the coordinator will map and engage public authorities, regulators, telecom operators and project promoters in Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan; identify connectivity projects and screen their eligibility; support the preparation of 2–3 pilot projects for technical assistance; adapt the facility model and a regional public-private partnership concept to the local context; and assist with investor engagement. Awards are based on quality (80%) and price (20%).

From the notice

  • HAUS Finnish Institute of Public Management Ltd is procuring a Central Asia-based Local Coordinator to support the establishment and operation of the Digital Investment Facility (DIF) under the EU-funded Connectivity for Central Asia (C4CA) programme. The assignment is expected to start in Q4/2026 and last approximately 12 months, with a home-based duty station in Central Asia. DIF is designed as an advisory facility that helps last-mile connectivity projects (rural mobile coverage, suburban fibre and satellite backhaul) move towards investment readiness and connects them with European and international financiers. The Local Coordinator will map and engage ministries, regulators, telecom operators and project promoters in Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan, identify candidate projects, support the submission of Expressions of Interest and carry out first-level eligibility screening. The coordinator will also support the selection and preparation of 2–3 pilot projects for tailored technical assistance, contribute to adapting the DIF model and a regional PPP concept to the Central Asian context, and support investor engagement, including roundtables.
