Brief
Rajavartiolaitos tarvitsee EASA CAT 2 -helikopterilentokoeohjaajakoulutusta yhdelle helikopterilentäjälle. Koulutuksen tulee täyttää EASA Part-FCL FCL.820 -vaatimukset, ja se toimitetaan ja suoritetaan vuoden 2027 aikana. Koulutuksen kielenä voi olla englanti tai suomi. Tarjoajan koulutusohjelman tulee olla toimivaltaisen siviili-ilmailuviranomaisen hyväksymä ATO-hyväksynnällä ennen koulutuksen alkua. Tarjoajan tulee sitoutua siihen, että sillä on tarvittava henkilöstö ja materiaaliresurssit koulutuksen toteuttamiseen sovitun aikataulun ja keston mukaisesti, sekä kaikki tarvittavat vakuutukset koulutuksen suorittamiseen. Tarjoukset arvioidaan hinnan perusteella (100 %), joka sisältää koulutuksen kokonaiskustannukset ja muut siihen liittyvät kulut, kuten matka-, päiväraha- ja majoituskustannukset.

Award Criteria
Description
Total cost of the Training including but not limited to; travel, daily allowances and accommodation costs. Tenderer Should tender and reserve a dedicated student accommodation for the FBG student, if the Tenderer has such accommodation available. If requested accommodation is not available, the FBG will evaluate the accommodation costs based on general hotel pricing. In addition, the local travel costs (rental car or public transport prices) will be added to total price. The price of rental car will be used in evaluation, if a distance between Training place, airport and accommodation requires the use of rental car due to lack of public transportation. If the student is able to use his own accommodation during the Training, no accommodation costs will be added to the total price.

Tendered Training Shall include: a) EASA CAT 2 Rotary Wing flight test pilot course satisfying the requirements of Part-FCL FCL.820. and Should include: b) Optional modules, such as - system test - digital AFCS - EO / NVIS. Tendered Training Shall be in compliance with EASA Part FCL FCL.820 requirements. A Tenderer offering the requested Training Shall have the required Training programme accepted by the competent Civil Aviation Authority under an ATO approval appropriate to the intended aircraft and category of flight tests before commencement of the tendered Training. Any additional requirements for the issue of the rating by Traficom Shall be stated in the Tender. Training Shall be delivered and completed during the calendar year 2027. Language used during tendered Training Shall be English or Finnish.Main features of the procedureThe Finnish Border Guard (later the FBG) invites Tenderers to submit a Tender regarding EASA CAT 2 Rotary Wing flight test pilot Training for one (1) helicopter pilot. In this Contract Notice "Shall" means a requirement, which is obligatory. "Should" means a requirement, which is desirable. Tender shall fulfil the compulsory requirements (Shall) set out in this Contract Notice and Invitation to Tender. In the event that the Tenderer or Tender does not meet the above mentioned "Shall" requirements, it may be excluded from the competition and will not be admitted to the evaluation of Tenders. Tenderer, which will be estimated to have no technical, financial or other qualifications to conduct required training or does not meet the suitability requirements mentioned above, can be excluded from competitive bidding.
