    HAUS kehittämiskeskus Oy on tehnyt sopimuksen COWATER KENYA LIMITEDin kanssa Employer of Record (EoR) -palveluiden toimittamisesta Keniaan. Sopimuksen tarkoituksena on palkata ja hallinnoida paikallista Joint Innovation Facility -virkailijaa (JIF) enintään 28 kuukauden ajaksi, jotta JIF-toimintoja voidaan tukea laillisesti ja tehokkaasti Keniassa ja alueellisesti. Sopimuksen arvo on 119 260 euroa. Palveluihin sisältyy virkailijan laillinen työllistäminen ja palkanmaksu Kenian työlainsäädännön mukaisesti, palkanlaskenta, lakisääteiset ilmoitukset, etuuksien hallinnointi, vakuutukset ja paikallinen HR-tuki. Kilpailutukseen osallistui yksi tarjoaja.

    About the bid

      The Africa–Europe Digital Innovation Bridge (AEDIB) 2.0 initiative requires in-country operational support for the Joint Innovation Facility (JIF). HAUS, the JIF implementing partner, is not registered in Kenya and lacks in-country HR, payroll, tax and statutory compliance capacity. To comply with Kenyan national legislation and ensure lawful contracting, payroll and employment administration, HAUS will engage an Employer of Record (EoR) registered and operating in Kenya to employ and manage one local Joint Innovation Facility Officer for the JIF for up to 28 months. To retain a Kenyan-registered Employer of Record to contract, legally employ and manage a local Joint Innovation Facility Officer and deliver associated HR/payroll/compliance services so the Officer can lawfully and effectively support JIF activities in Kenya and regionally. Specific objectives: - Legally employ and pay the Joint Innovation Facility Officer in compliance with Kenyan labour law, tax withholding and social security obligations. - Provide end-to-end employment services (contract issuance and management, payroll, statutory filings, benefits administration, insurance, equipment provisioning and local HR support). - Ensure prompt, compliant handling of taxes, statutory contributions, termination, and other employment-related processes. - Provide a single point of contact and monthly reports to HAUS on employment status, payroll remittances and compliance matters. - Note: HAUS retains the exclusive right to select and appoint the individual to be engaged as the Joint Innovation Facility Officer. The EoR will employ the person selected by HAUS under the agreed employment terms. A more detailed description of the procurement is provided in Annex 1 (TOR).Main features of the procedureThe procurement procedure is carried out as an open procedure. In an open procedure, all interested parties may review the Invitation to Tender and submit their tenders. The procurement procedure will progress in the following steps: 1. Opening of the tenders 2. Verifying the suitability of the tenderers. The tenderers that do not fulfill the suitability criteria, will be excluded from the tendering process. 3. Verifying that the tenders fulfill the requirements of the Invitation to Tender; the tenders that do not fulfill the requirements will be excluded from the tendering process. 4. If more than one (1) tender fulfill the requirements of the Invitation to Tender, the tenders will be compared based on the comparison criteria 5. Selecting the winning tender based on the comparison results 6. Contract award decision and notification. 7. Verifying the supporting documents and references about the suitability of the selected Service Provider 8. Concluding and signing the Contract with the selected Service Provider.
