    Red Barnet søker et konsulentteam for å gjennomføre en evaluering av deres DANIDA SPA-program 2022-2025, med en maksimal totalverdi på 350 000 danske kroner. Evalueringen skal dokumentere resultater og bærekraftige endringer skapt av programmet, samt gi anbefalinger for fremtidig programmering og påvirkningsarbeid. Konsulentteamet må ha minst 10 års erfaring med programvurderinger, solid erfaring med OECD-DAC evalueringskriterier, og teknisk ekspertise innen klimaendringer, lokal ledelse, kjønns-transformativ programmering og ungdomsengasjement. Erfaring med Danida-finansierte programvurderinger og det danske sivilsamfunnssektoren er nødvendig, samt sterke skriftlige og muntlige ferdigheter på engelsk og dansk. Flytende ferdigheter i fransk er også et krav, mens arabisk er en fordel.

      Save the Children Denmark (SCD) is seeking seeking a consultancy team to conduct an evaluation to document the results Save the Children Denmark’s (SCD) Strategic Partnership Agreement (SPA) 2022-2025 with the Danish Ministry of Foreign Affairs. Purpose The purpose of this evaluation is both summative and formative. In particular, we wish for this evaluation to: Identify, analyse and document the changes and outcome level results that the 2022-25 SPA programme has contributed to. The evaluation team will be expected to document results and sustainable changes created by the SPA 2022-2025 for affected people and relevant stakeholders, as per stated objectives in the programme. Extract lesson learned and provide actionable recommendations to inform future programming and advocacy work. Deliveries Inception Report, including data collection tools Presentation of preliminary findings Final report Requirements To be considered, the evaluation team members together must have demonstrated skills, expertise, and experience in: A minimum of 10 years designing, conducting and leading programme evaluations Solid and proven experience with applying OECD-DAC evaluation criteria in evaluations, particularly utilisation and learning focused evaluations Extensive technical expertise in the field of climate change and/or local leadership, gender transformative programming and youth engagement with a focus on life skills and vocational training. Solid and proven experience with mixed-method evaluations, both design, conducting and leading. Experience with participatory evaluation methods, including outcomes harvesting, will be a strong advantage. Solid experience with Danida funded programme evaluation and the Danish Civil Society sector Knowledge and experience with Education, and MHPSS is an advantage Strong written and verbal (English and Danish) skills in communicating technical and/ or complex findings to non-specialist audiences (especially report writing and presentation skills) Fluency in Danish, English and French is a must. Arabic is an advantage. Solid experience from the Humanitarian sector and with programming in fragile states.       Consultancy: Study on Local and National Actors' perspectives on Accountability of the International Aid Sector to the Localisation Agenda

      Red Barnet needs consultancy services for a study on local and national actors' perspectives on accountability of the international aid sector to the localisation agenda. The study aims to understand what local and national aid actors consider meaningful accountability for international actors’ commitments to the localisation and local leadership agenda, focusing on the relationship between LNA localisation framing and international actors’ decisions, behavior, and follow-up. The work will be undertaken from October to December 2026, with a total budget of 200,000 DKK (approximately 30,000 USD). Deliverables include an inception report, a short emerging findings debrief, a draft report, and a final report suitable for external publication. The consultant or consultancy team must demonstrate strong knowledge of global South-based perspectives on local leadership, proven experience working with or undertaking research with local and national actors and Global South-based organizations, strong knowledge of localisation commitments and frameworks, demonstrated experience researching accountability, power relations and local leadership, strong understanding of the political and power dimensions of localisation and international-local relationships, demonstrated qualitative research skills, experience translating research findings into practical recommendations, and excellent English writing, presentation, and stakeholder-engagement skills. Proposals from Global South-based consultants, researchers, or organizations and collaborative teams that demonstrate meaningful LNA leadership of the research are particularly welcomed.
