Brief
The construction phase of the Femern fixed link is connected with numerous environment related tasks, the execution of which Femern A/S intends to award to an environmental consultant. The geographical scope of the services under the Framework Agreement will be limited to the territory of the Federal Republic of Germany and its associated Exclusive Economic Zone. The Consultant's Services cannot be described definitively. However, the Consultant is expected to perform the following Services in general: • Preparation of environmental plan amendment applications • Environmental construction inspection (Umweltbaubegleitung – UBB) • Review of Landscape execution plans (LAP) • Preparation and updates of environmental management concepts • Review of Contractors’ documents • GIS services

Leverandøren må oppfylle minimumskravet for økonomisk og finansiell egnethet.
Documentation Requirement
Leverandøren må fylle ut og sende inn det europeiske enhetlige anskaffelsesdokumentet (ESPD) som foreløpig dokumentasjon. Informasjon om leverandørens årlige omsetning må fylles ut under del IV, B i ESPD. Hvis leverandøren består av et konsortium eller en annen gruppe juridiske personer og/eller offentlige enheter, skal de ovennevnte dokumentene leveres for hver av de juridiske personene og/eller offentlige enhetene og om relevant fra støttende enheter. En leverandør som baserer sitt tilbud på den økonomiske og finansielle stillingen til andre enheter, må levere ovennevnte dokumentasjon for hver enhet.

Documentation Requirement
Leverandøren må fylle ut og sende inn ESPD som foreløpig dokumentasjon. Listen over utførte tjenesteleveranser må legges inn under del IV, C i ESPD og er den endelige dokumentasjonen. Ingen ytterligere bevis eller dokumentasjon angående teknisk og faglig evne vil bli etterspurt før Femern Bælt A/S tildeler rammeavtalen, men Femern Bælt A/S forbeholder seg retten til å kontakte kunden som er angitt på hver leveranse for å verifisere referansen. ESPD fylles ut med en liste over hovedleveranser av tjenester utført de siste 5 årene med angivelse av beløp og tid samt offentlig eller privat mottaker, inkludert kontaktinformasjon. Ikke mer enn 5 referanser for leveranser skal listes i ESPD. Hvis ESPD inneholder mer enn 5 referanser, vil bare de første 5 referansene bli tatt i betraktning. Referanser inkludert i leverandørens eget ESPD vil i denne forbindelse bli ansett som de første 5 referansene. I tilfelle leverandøren er en gruppe økonomiske aktører eller en midlertidig sammenslutning (konsortier, joint venture eller lignende), vil referansene fra den ledende aktøren bli ansett som de første 5 referansene. I tilfelle denne bestemmelsen ikke bestemmer de første 5 referansene, vil Femern A/S trekke lodd for å velge de første 5 referansene (leverandører vil ikke få lov til å overvåke trekningen).
