Materiellet skal primært understøtte akut håndtering af klimahændelser (forhøjet vandstand fra bagland, havvand) og indsats ved større brande (som vandreservoir). Det skal kunne etableres hurtigt og fleksibelt over varierende strækninger, beskytte enkeltobjekter og fungere som vandreservoir. Materiellet skal have en primær højde svarende til BRS' eksisterende materiel, men der ønskes også tilbud på andre højder. Det er vigtigt, at materiellet tillader hurtig, let og effektiv transport, etablering og nedtagning med et minimum af ressourcer og på en arbejdsmiljømæssigt forsvarlig måde, og det skal kunne genbruges. Materiellet skal kunne håndteres manuelt af et minimalt mandskab. Tildelingskriterierne vægtes som følger: Pris (30%), Evalueringskrav (20%), Lækage (25%) og Opsætning og effektivitet (25%).
