Finn Church Aid (FCA) is Finland’s largest international aid organisation with more than 70 years of experience. At FCA, we believe in everyone’s right to peace, quality education and sustainable livelihood. We specialise in the world’s most fragile contexts and work with the most vulnerable people, regardless of their religious beliefs, ethnic background or political convictions. Our vision is a world of just and resilient societies. In the challenging context of humanitarian and development aid where our work is centered around fragile contexts, our organization recognizes that ensuring the safety and security of our dedicated personnel and operations is integral to fulfilling our mandate and objectives. To address this imperative, FCA is looking for a strategic partnership with reputable security service providers that will play a pivotal role in safeguarding our personnel (including volunteers, visitors and other external stakeholders visits in country offices and programs), assets and operations. This tendering process aims at establishing a framework agreement with 1-2 experienced private security service providers to strengthen and support FCA’s global security management including our staff and assets. The tender is divided into two lots: Lot 1: Global Security Manager & Regional Security Manager in East Africa - The security service provider shall appoint a Global Security Manager (GSM), a Regional Security Manager (RSM), and maintain a dedicated 24/7 Incident and Crisis Emergency (ICE) response service. The Global Security Manager role is located in FCA office in Helsinki. The Regional Security Manager role is based in one of FCA programme countries in East Africa subject to agreement with the service provider Lot 2: Country Security Manager in Ukraine - The security service provider shall appoint a Country Security Manager (CSM) to be based in Kyiv, Ukraine with regular travels around the country to areas where FCA has field offices or to areas where new offices are planned to be opened. The CSM will ensure that an effective security management is in place for the Ukraine Country Office. FCA is firmly committed to the principle that security is an essential enabler of our humanitarian work. The aim of this partnership is to strengthen security management to create a secure environment for our personnel in the delivery of our humanitarian and development initiatives. Due to the nature and level of detail of FCA security practices involved, this procurement process is carried out as a restricted tender. The tenderers who have submitted an Expression of Interest to participate with the required documentation and met all eligibility requirements will be invited to take part in the tendering process.
