    Brief

    Udenrigsministeriet needs services for the formulation of the fourth phase of the EU Anti-Corruption Initiative in Ukraine (EUACI IV), to be delivered in Byen København, with a field mission to Ukraine if the security situation allows. The project is expected to start on 23.11.2026 and conclude with the final program document by 24.03.2027, with an estimated budget of up to DKK 850,000. The services involve documentary reviews and interviews to produce an Inception Report, a presentation of preliminary findings, a draft program document, and a final program document. The consultancy team must consist of two international experts (one in programming/management/anti-corruption, and one in anti-corruption programs/institutions/digitalization) and one national expert on Ukrainian public sector reforms and anti-corruption institutions.

    About the bid

      Objective of the assignment is to assist in formulating the fourth phase of the EU Anti-Corruption Initiative in Ukraine (EUACI IV). EUACI IV will be funded by the EU, Denmark, UK International Development and Germany. Method: The formulation will be conducted based on a combination of documentary reviews and interviews with key stakeholders. The formulation team will undertake a field mission to Ukraine – up to two weeks (incl. travel days) if applicable, including to one or two of six target cities (“Integrity Cities”). The security situation in Ukraine is unpredictable, and planning of the assignment has to be adaptive to changing circumstances. If travel is not possible the formulation will be desk based and interviews conducted online. Outputs: 1) An Inception Report prior to the mission to Ukraine. 2) A presentation of preliminary findings and an outline of the draft Program Document 3) A draft programme document for Early Appraisal and presentation to the External Panel. 4) A final Program Document. Timing: The Formulation is expected to start 23.11 2026 with the submission of the draft Programme document 08.01 2027. Finalisation of Programme document after Early Appraisal and presentation to the External Panel expected 24.03 2027. Consultancy team: Two external international experts and one national expert with proven experiences. These include: 1) Expert in programming and management, including financial management, and experience within good governance and anti-corruption (International). 2) Expert in anti-corruption programmes and institutions including with knowledge of emerging trends, e.g. digitalisation and prevention (International), preferably a practitioner or with an academic anti-corruption profile. 3) Expert on Ukrainian public sector reforms and strong knowledge of the national anti-corruption institutions and local authorities (National).
