De gunningscriteria zijn prijs (45%), productkwaliteit (35%) en servicekwaliteit (20%). Leveranciers moeten een gemiddelde jaarlijkse omzet hebben van minimaal 3 keer het bedrag van hun offerte, berekend over de laatste drie boekjaren.
