Barne-, Ungdoms- Og Familiedirektoratet needs a framework agreement for the procurement of white goods, brown goods, and electrical articles over 4 years, with a maximum total value of 18 million NOK. The goods are primarily for child welfare institutions, which are designed as normal homes, and will include all goods an electro chain can offer within these categories, such as small electrical goods, audio and video, photos and video, computer equipment and computer games, and styling and well-being. The services are to be delivered across various regions in Norway, including Innlandet, Trøndelag, Nordland, Troms, Finnmark, Oslo, Østfold, Akershus, Buskerud, Agder, Vestfold, Telemark, Rogaland, Vestland, and Møre og Romsdal. Power Norge AS has a similar contract today. The award criterion is Price (100%). Suppliers must provide a description of up to 2 of their most relevant contracts from the last 3 years, including contract value, date, and recipient.

The contracting authority in the procurement is the Norwegian Directorate of Children, Youth and Family Affairs (Bufdir). The objective of the procurement is to enter into a framework agreement for the procurement of goods in the categories white goods, brown goods and electrical appliances, primarily for the operation of child welfare institutions in addition to other underlying units in Bufdir and Bufetat. The child welfare institutions are mainly designed as normal homes. Based on this, the need will include all goods that an electro chain can offer within the extent of white goods, brown goods and electrical articles. The contracting authority has assessed that it gives a better climate and environmental effect to set the minimum requirements for the following environmental considerations, rather than using it as the award criteria:
• Manufacturer responsibility for handling packaging
• Manufacturer responsibility for a recycling scheme for EE waste.
• Minimum level for energy classes at product level.
• Statistics of energy classes for the actual purchased products.
• Guarantee and repair scheme
The contracting authority would like the framework agreement to contribute to a predictable and targeted environmental effect. By setting clear, concrete requirements for environmental considerations in the requirement specifications, the contracting authority can ensure that all suppliers who participate in the procurement provide products and services that fulfil minimum levels for environmental considerations.
The suppliers in the market initially have little influence on production and sustainable design of the goods encompassed by the framework agreement. The suppliers in the market mainly offer the same products, from the same manufacturers. In order to ensure that tenderers do not offset the environmental effect of the tender, with lower prices, it is considered that it would be better to set minimum requirements regarding environmental considerations.
