Tjenestene skal leveres over en periode på 60 måneder, med en estimert årlig bruk på 240-280 simulatortimer, til en total verdi på 1 450 000 euro. Det kreves en EASA-sertifisert FFS for EC135P2+ som er Night Vision Imaging System (NVIS) kompatibel, med sertifisering senest 15. august 2025. Det ble mottatt ett tilbud i konkurransen.

FinnHEMS Lentopalvelut Oy is 100% owned by the FinnHEMS Oy (together "FinnHEMS"). FinnHEMS Oy is 100% owned and funded by the State of Finland. FinnHEMS is a non-profit organisation providing the Helicopter Emergency Medical Services (“HEMS”). FinnHEMS is setting this Request for Quotation (RFQ) for acquiring hourly capacity at Full Flight Simulator for its crew training purposes and some additional training services. The required simulator type: European Aviation Safety Agency (EASA) certified Full Flight Simulator (FFS) for EC135P2+. The certification must be completed by August 15, 2025 at the latest. The simulator shall be Night Vision Imaging System (NVIS) compatible for NVIS operations. The yearly estimate of simulator hours use is 240-280. The contract does not create purchase obligation for the buyer, nor an exclusive right for the service providers. FinnHEMS shall make a framework agreement with maximum of two service providers.Main features of the procedureGeneral description of Contract reward process: 1) Opening of Tenders, 2) Suitability of tenderers, 2) Comparison of tenders and selection of winning tender(s), 3) Verifying the winning tender(s) in accordance with the Request for Quotation, 4) The customer reserves the right to evaluate the suitability of the simulator for its operational needs, if Customer's needs are not met the offer may be rejected, 5) Criminal record check of the provider's responsible persons, 6) Contract Decision, 7) Rectification and appeal period of 14 days, 8) Signing of Framework Agreement and 9) Service implementation according to the Contract Framework agreement ("Contract"/"Agreement")) will be made with maximum of two (2) service providers. The order of priority will be determined as a result of this competition.
