Győr Megyei Jogú Város Önkormányzata tervezési szolgáltatásokat igényel Győrben, a 821. számú főút és a Kálvária utca kereszteződésének jelzőlámpás körforgalommá alakításához, beleértve a forgalomirányítási rendszer átépítését, új közvilágítást, csapadékvíz-elvezetést, közműkiváltásokat, valamint a Kálvária utca és a kapcsolódó gyalog- és kerékpárutak részleges felújítását. A szerződés időtartama 22 hónap. Az értékelés során az ár 50%-os súllyal, a minőség pedig 50%-os súllyal esik latba, utóbbi a kulcsszakemberek többlet tapasztalatát veszi figyelembe. A pályázóknak rendelkezniük kell a releváns szakmai kamara névjegyzékében való szerepléssel, legalább egy, az elmúlt 3 évben (de legfeljebb 6 éven belül megkezdett) teljesített referenciával, amely jelzőlámpás csomópont körforgalommá alakításához kapcsolódó útépítési vagy útfelújítási és forgalomtechnikai engedélyezési és kiviteli terv elkészítésére vagy felülvizsgálatára vonatkozott, és magában foglalt közmű- (víz- és csapadékvíz) és közvilágítási tervezési feladatokat, legalább 450 méter útszakasz hosszon. Továbbá, rendelkezniük kell legalább egy-egy szakemberrel a közlekedési építmények tervezése, víziközmű tervezés, hírközlési építmények tervezése és villamosenergetikai építmények tervezése szakterületeken, a megfelelő jogosultságokkal és szakmai gyakorlattal.

Description
The contracting authority requires, based on Section 65 (1) c) of the Public Procurement Act and Section 8 (1) of Government Decree 322/2015 (X.30.), that the economic operator be registered in the national professional chamber's register relevant to the design or engineering service related to the construction investment, or, in the case of economic operators not established in Hungary, be registered in the register of the country of establishment, or possess the permit, authorization, or organizational/chamber membership required in the country of establishment. The capacity of another organization may be used to certify the requirement under Section 65 (1) c) of the Public Procurement Act if that organization performs the task for which the registration, organizational membership, or permit is mandatory.
Documentation Requirement
The tenderer must submit only their declaration contained in the European Single Procurement Document (ESPD) (as an EKR form) regarding the suitability condition. The contracting authority will check the economic operator's registration in the registers maintained by the Hungarian Chamber of Architects and the Hungarian Chamber of Engineers based on this. In the case of economic operators not established in Hungary, the tenderer must submit at least a simple copy of the permit or authorization, or at least a simple copy of the certificate of organizational/chamber membership, if applying Section 26 (1) b) and (3) of Government Decree 321/2015 (X. 30.) and Section 69 (4)-(7) of the Public Procurement Act.

Compliance with multiple contracts is permitted for both quantity and subject of the reference. The contracting authority accepts the certification of completed performances where, although a breach of contract occurred, the economic operator's responsibility for the breach of contract is not disputed by the other contracting party. According to Section 21 (3a) a) of Government Decree 321/2015 (X. 30.), the contracting authority accepts service references started within 6 years (72 months) and completed within 3 years (36 months).
