HUS Group needs genetic diagnostic test services to support clinical patient work and individual patient treatment decisions. These services are for various clinics within the HUS Joint Municipal Authority for Specialised Health Care, and also for ISLAB (Eastern Finland Laboratory Centre, Joint Authority Enterprise). The services are procured through a dynamic purchasing system. Suppliers must have a yearly turnover of at least EUR 500,000, a risk category of RL1-RL3, professional experience with similar genetic diagnostic test services for reference customers during the last three years, and the laboratory must have accreditation status secured for at least two years. Additionally, candidates must have experience in supplying at least 5000 genetic studies yearly for university-level or similar hospitals within the EU/EEA area. Award criteria for specific competitions will be based on overall financial affordability, which may include price and/or quality.

This dynamic purchasing system is targeted at the genetic diagnostic test services needed by the various clinics of the HUS Joint Municipal Authority for Specialised Health Care, to the extent that HUSLAB as a producer of diagnostic services does not itself offer them to these clinics. Genetic diagnostic test services procured through this dynamic purchasing system come directly to support clinical patient work and the individual patient's treatment decisions as an assistive source of information. Thus, the content of the service and the substantive accuracy of the results provided have a key role to play for HUS. In addition to HUSLAB, ISLAB (Eastern Finland Laboratory Centre, Joint Authority Enterprise) participates to the dynamic purchasing system and is able to jointly with HUSLAB or alone procure diagnostic genetic services.Main features of the procedureThe application for participation should be in accordance with the request for participation and should be drawn up as required by the participation request. Requests to participate and conditional requests for participation may be rejected. Compensation for participation in the procurement procedure The candidate or tenderer shall not be entitled to compensation for any costs incurred in the award of an application or tender or for any other participation in the procurement procedure. Exclusion HUS may exclude a candidate or tenderer from the dynamic purchasing system on grounds arising from articles 80 and 81 of the Procurement Act at any time during the procurement procedure. Similarly, a candidate or tenderer may be excluded from the dynamic purchasing system if it appears that the candidate or tenderer does not meet the suitability requirements set out in the request for participation, or otherwise does not act in accordance with the terms of the dynamic procurement system. Using external experts HUS may use external, independent consultants or experts to perform tasks related to the dynamic purchasing system. Decision on the selection of candidates The decision to select a dynamic purchasing system or to reject an application for participation shall be sent to each candidate through the Supplier Portal. Specific competitions under the dynamic purchasing system Specific competitions under the dynamic purchasing system are implemented through the Supplier Portal. HUS may deem it necessary to consult the object of the tender before making a purchase decision; for example, by means of demonstrations, audits or reference visits that are specifically agreed with the tenderer. Familiarisation with the object of the tender or any other assessment made by HUS over the course of an internal tendering procedure does not affect the tenderer's reponsibility for ensuring that the object of the tender meets the requirements of the invitation to tender and reported features. The tenderer may be excluded from spesicif competition under the dynamic purchasing system if it appears that the solution offered is not in conformity with the invitation to tender or tender. The selection criterion for specific competitions under the dynamic purchasing system is overall financial affordability. The most economically advantageous is the tender that is the cheapest in terms of price for the contracting entity, the lowest cost, or the best value for money (price/quality ratio). If, on the basis of overall financial affordability, HUS uses only the lowest price, it has taken into consideration the quality aspects in the compulsory requirements for the subject matter of procurement. More detailed conditions for internal tendering are mentioned in the invitation to tender for specific competition under the dynamic purchasing system. An internal tendering procedure may include, for example, a condition whereby the supplier must have a valid certification or quality system (for example, for the procurement of software products and their development services, the SFS-EN ISO 13485 Quality Management system standard for medical devices and accessories). In this case, only suppliers that meet that condition may participate in the specific competition under the dynamic purchasing system concerned. Where appropriate, the invitation to tender for specific competition under the dynamic purchasing system may also include other similar specific requirements imposed on the supplier or persons in its service. Otherwise, the terms of this request for participation shall apply mutatis mutandis to specific competition under the dynamic purchasing system.
