Arvioinnissa tarkastellaan Suomen CAP-suunnitelman 2023–2027, Euroopan meri-, kalatalous- ja vesiviljelyrahaston (EMKVR) Suomen ohjelman 2021–2027, EU:n alue- ja rakennepolitiikan ohjelman Uudistuva ja osaava Suomi 2021–2027 sekä Marinin ja Orpon hallitusten itäiseen Suomeen kohdistamien kansallisten toimenpiteiden vaikutuksia Etelä-Karjalan, Etelä-Savon, Kainuun, Kymenlaakson, Pohjois-Karjalan ja Pohjois-Savon alueiden elinvoimaisuuteen. Tarjoukset arvioidaan kokonaisvertailuhinnan (40 %) ja työsuunnitelman (60 %) perusteella.
