Brief
Slovenské elektrárne, a.s. seeks an EPC contractor to design, permit, supply, install, commission and put into operation a battery energy storage system at Čierny Váh in the Žilinský Region, over approximately 1,234 days. The BESS must provide at least 480 MWh of usable capacity and 120 MW of rated power, connect to the 400 kV substation through a new 400 kV bay, and support frequency reserves, electricity-market services, frequency-response functions and island operation to maintain the pumped-storage plant’s auxiliary supply during loss of its 22 kV connection. The scope includes civil, electrical and mechanical works; battery containers, conversion and control systems, transformers, switchgear and related equipment; integration with existing plant systems; protection, monitoring, communications, fire safety and security; and testing, performance verification, operational training and documentation needed for safe, reliable operation. The contract will be awarded solely on the lowest total price excluding VAT.

The subject matter of the tender comprises EPC performance of all supplies and services related to design and engineering, permitting and other engineering activities, transportation, installation, commissioning and putting into operation of the newly installed equipment. The principal scope of supply is the construction and commissioning of a Battery Energy Storage System (BESS) providing the following functions and services: • Frequency Containment Reserve (FCR); • automatic Frequency Restoration Reserve (aFRR); • market services, including Day-Ahead and Intraday market participation, energy arbitrage and imbalance management; • Limited Frequency Sensitive Mode – Overfrequency (LFSM-O) and Underfrequency (LFSM-U), providing active power response in the event of an increase or decrease in grid frequency; and • island operation to ensure the auxiliary power supply of the pumped-storage hydropower plant in the event of a loss of the 22 kV power supply. The BESS shall have a total usable energy capacity of at least 480 MWh and a rated power of at least 120 MW and shall be connected to the 400 kV substation via a newly constructed 400 kV bay. The scope of works includes all engineering and permitting activities, preparation of design documentation, civil, electrical and mechanical works, delivery and installation of battery containers, power conversion systems, energy management systems, transformers, switchgear and associated equipment. The contractor shall also ensure integration with existing plant systems, implementation of control, protection, monitoring and communication systems, fire protection and security systems, testing, commissioning, performance verification and training of operating personnel. The tenderer shall provide all documentation, certifications, inspections and services necessary to ensure safe, reliable and long-term operation of the BESS installation.
